Since 2021, the province has carried out 97 programs, projects, and non-project projects funded by 39 donors, with a total budget of 1.072 trillion VND (approximately 39.3 million USD). Of this, 314 billion VND has been disbursed. Among these, 66 new aid packages were approved, totaling over 459.6 billion VND.
In response to the aftermath of Super Typhoon Yagi, the province successfully mobilized nine emergency relief packages from seven international non-governmental organizations, amounting to approximately 5.9 billion VND in total relief funding.
The aid received during the review period targeted seven key priority areas in the province’s aid mobilisation strategy, namely education and training, healthcare, vocational education, agriculture-forestry-fishery and rural development, social issues, environmental protection and climate change adaptation, and cultural development. These efforts were implemented across all nine districts and one city of the province, with a particular focus on the Da Bac, Lac Son, and Tan Lac districts.
The aid packages were effectively utilized, aligning with the province’s strategic priorities. They contributed significantly to poverty alleviation, disaster and disease recovery, and the enhancement of social welfare. On average, NGO aid has provided approximately 80 billion VND annually to support the province’s socio-economic development.
Beyond socio-economic benefits, these projects help foster stronger cooperative relationships between local agencies, organizations, international NGOs, and development partners. They also showcased the province’s people and culture to international audiences.
In concluding remarks, the Vice Chairman of the provincial People’s Committee emphasized the importance of enhancing coordination and information sharing with central ministries, relevant agencies, and the Committee for Foreign NGO Affairs to optimize aid mobilization. He urged the evaluation of outcomes to identify shortcomings, address limitations, and propose timely solutions to resolve challenges.
He further stressed the need for project management agencies to strengthen their oversight and organization of NGO-funded programs and projects, ensuring their execution aligns with approved project documents and complies with relevant legal regulations.
