Deputy Secretary of the provincial Party Committee and Chairman of the provincial People's Committee Bui Duc Hinh on February 26 chaired the February regular meeting of the provincial People's Committee to review and assess the socio-economic development situation in the first two months of 2025, along with other important issues.

In the first two months, under the close direction of the provincial Party Committee and the provincial People's Committee, the locality's socio-economic situation showed significant improvements compared to the same period in 2024. The Gross Regional Domestic Product (GRDP) growth rate is estimated at 9.66%. The state budget revenue is expected to reach 2.35 trillion VND (91.9 million USD), of which domestic revenue is 2.25 trillion VND, and that from import-export activities is 100 billion VND. Export turnover is estimated at 554.25 million USD, up 16.06% year-on-year, while import turnover is estimated at 385.45 million USD, up 13.36%. The figures represent 23.5% and 28.1% of the yearly targets, respectively.

Investment attraction efforts have seen notable progress. The province has granted new investment licences for 10 projects and approved adjustments to 20 existing ones, with a total registered capital of approximately 3 trillion VND. Compared to the same period last year, this represents an increase of seven new projects and about 2.86 trillion VND in total registered capital.

At the meeting, delegates focused on discussing solutions to address difficulties and implement key tasks for the socio-economic development plan and state budget for 2025. Leaders from districts and Hoa Binh city urged the provincial People's Committee to direct relevant departments and to quickly issue land use plans to facilitate investment projects.

In his remarks, Hinh praised the departments and sectors for quickly stabilising their organisations and beginning operations right after the mergers. He emphasised that to reach an economic growth of 10.2% in 2025, a specific growth scenario needs to be developed. In the short term, each sector should review all tasks and targets to make adjustments if needed, and take decisive actions to achieve the set growth targets.

In particular, the departments, sectors, and localities should focus on improving public investment disbursement, especially for national target programmes and key projects; improve the business and investment environment, streamline administrative procedures, and support businesses in cutting down processing times.

Attention should be given to maintaining growth in agriculture, especially in key agricultural exports, he said, assigning the provincial Department of Home Affairs to devise a plan to set growth and budget targets for departments and localities to ensure the successful achievement of the 2-digit growth target.

He called on leaders of departments and agencies, and civil servants to focus on their work and avoid spreading false information about administrative unit mergers. He also required departments and localities to continue strengthening the fight against corruption, wastefulness, and negative phenomena.
