According to the report of the provincial Department of Planning and Investment, by the end of December 2019, the total debt of infrastructure construction investment managed by the province was 312.8 billion VND in 89 projects. Of the total, the debts of investment from the provincial budget were 124.4 billion VND, the debts from the central budget to support the implementation of target programmes were 68.3 billion VND and the debts in projects which are not included in the medium-term public investment plan for the 2016 - 2020 period were 120 billion VND.
Regarding public investment, to date, the public investment which the province has allocated to projects specifically in 2020 has totalled at 3.72 trillion VND, and capital without detailed allocation was 226.2 billion VND.
As of April 15, 367.6 billion VND worth of public investment was disbursed, equal to 9 percent of the provincial investment disbursement plan in 2020 and 14 percent as assigned by the Prime Minister.
Amid outstanding debts of both central and provincial budgets, Bui Van Khanh, Vice Secretary of the provincial Party Committee and Chairman of the provincial People's Committee asked the Department of Planning and Investment to guide related units to detail construction investment debts in projects, dividing them into groups under the Investment Law to arrange capital appropriately.
Regarding disbursement, Khanh said that disbursement is the final target of an investment project. Therefore, investors need to urgently and proactively carry out investment procedures, bidding and site clearance.
Districts, Hoa Binh city and units must strive to finish disbursement of all investments to help promote growth, he stated.
He assigned the provincial People's Committee Office to coordinate with departments and localities to organize quarterly meetings to promptly grasp the situation to have effective disbursement./.
Welcoming the delegation, Toan provided them with an overview of the province's labour and employment situation, emphasising that in recent years, the provincial Party Committee and authorities have paid significant attention to labour export, created favourable conditions and offered policy support to promote the sending of local workers abroad under contracts.
