(HBO) - Normally, the occasion before, during and after the Lunar New Year is the time when festivals, the activities of culture, arts, gymnastics and sports will all take place, meeting the needs of entertainment, the spirit of the People, creating an exciting and joyful atmosphere of excitement in all localities in the province. However, in order to implement the urgent measures to prevent and control Covid-19 pandemics, the above-mentioned activities of mass concentration must be halted.

Along with many other festivals held annually in early January, Dinh Xam Festival in Phu Lai Commune (Yen Thuy) in 2021 will be halted to take urgent measures to prevent and control the Covid-19 pandemics

In January, the appropriate authorities of the districts and the city in the province have built up plans to organize cultural and artistic activities in 2021, the focus is on the plan to organize the Sports Congress at the grassroots. For example, the Center for Culture, Sports and Communications of Da Bac district has built up a plan to organize the sports tournaments and the professional activities of the Center. Recently, in Da Bac town, there would be Volleyball Contest and Performance Night to welcome the Party and Tan Suu Spring in 2021, Badminton Contests for all ages, Table Tennis Tournaments for all ages ... Or for Yen Thuy district, it looks as if in 3 days (January 29-31), a volleyball tournament would be held between 5 districts and the city. However, right at that time, Covid-19 pandemics has been in a complicated period. The People's Committee of Yen Thuy District has announced to suspend the activities for this tournament.

Normally during and after the Lunar New Year every year, there would be many special festivals in the province, attracting a large number of visitors, such as the Festival of Tien Pagoda in Phu Nghia commune (Lac Thuy), Khai Ha Fesstival in Muong Bi in Phong Phu commune (Tan Lac), the Fesstival of Chanh pagoda in Vinh Dong commune (Kim Boi), Du Voi - Vu Ban town, the Fesstival of Dinh Khenh in Van Son commune (Lac Son), the Festivals of Hang Pagoda, Xam Communal House (Yen Thuy) ... Faced with the negative impact of Covid-19 pandemics, the festivities would not take place as planned.

Recently, the Provincial People's Committee issued the document No. 176 / UBND-TH, dated on February 3rd, 2021, agreeing with the proposal of the Department of Culture, Sports and Tourism to stop shooting fireworks welcoming Tan Suu Spring in 2021in the area. The activities at the provincial level such as the Press Conference at Tan Suu Spring, the conferences meeting with the press agencies, artists and journalists on the occasion of Tan Suu Spring have also been paused.

The Department of Culture, Sports and Tourism has issued the guidance document No. 147/SVHTTDL-QLVH, dated on February 3rd, 2021 on implementing the urgent measures to prevent and control Covid-19 pandemics, and they have been sent to the People’s Committees of the districts and the city. Accordingly, they have been directing the Office of Culture and Information, the specialized agencies, the People’s Committees of the communes, the wards and the towns to strictly implement the Directive No. 05, dated on January 28th, 2021 of the Prime Minister on a number of measures to urgently prevent and control Covid-19 pandemics; the Official Letter No. 5050/BVHTTDL-VHCS, dated on 31st December 2020 of the Ministry of Culture, Sports and Tourism on implementing the safety measures to prevent and control Covid-19 in cultural and sport activities and tourism during the Tan Suu Lunar New Year in 2021.

According to Mr. Luu Huy Linh, the Deputy Director of the Department of Culture, Sports and Tourism, together with this Guide, the organization of the sporting events in the area would be temporarily halted. The training facilities, the sports services and physical training facilities strictly comply with the prevention and control regulations for Covid-19 pandemics. The festivals, karaoke business services, discotheques, movie shows and other popular cultural activities in Hoa Binh city and Tan Lac district would temporarily be suspended. It is necessary to strictly implement the prevention and control measures for the pandemics according to regulations of the health sector and the local authorities. For the Museums, the Libraries, the Movie Theaters, the public and private cinema shows, it is required that the head be responsible for monitoring and enhancing the implementation of cleaning and disinfection, the measures to prevent and control epidemics according to local medical regulations. It is important to strengthen the inspection of the implementation of anti-epidemic measures, to strictly handle the violations of regulations on the epidemic prevention and control in cultural, sports and tourism activities in the locality.
