(HBO) – The Vietnam Chamber of Commerce and Industry (VCCI) in coordination with the US Agency for International Development (USAID) has released the annual Provincial Competitiveness Index (PCI) 2022 report.
It was compiled basing on feedback
from 11,872 businesses, including 10,590 private firms and 1,282 foreign
invested ones operating in Vietnam, andshowed efforts by businesses and
administrations of provinces and cities nationwide in overcoming difficulties
in the first year of post-COVID-19 recovery.
Domestic and foreign enterprises
continued to have positive experience of improvements in administrative
procedure reform, cuts in the time needed for handling procedures, and
reduction of informal charges in localities.
Quang Ninh province sustained the top position for the sixth straight year with
72.95 points out of 100. It was followed by Bac Giang province with 72.8
points, up 8.06 points and 29 places from the 2021 rankings. Hai Phong city
ranked third with 70.76 points.
Meanwhile, Hoa Binh province earned 62.81 points, up 5.65 points from 2021, as
it scored 57.16 points. With this result, it stood at the 53rd position among
the 63 provinces and centrally-run cities, rising nine places from 2021.
However, Hoa Binh is still 2.62 points and 10.11 points less than the 30th-place
province of Ninh Thuan (65.43 points) and the top-place province of Quang Ninh

Last year, though the province witnessed a better score and position in the PCI
rankings, this result has yet to meet its expectations or the targets set in

investment and business climate and the provincial competitiveness remains one
of the leading tasks requiring engagement by the entire political system, as
