When requesting personal document verification and certification service at the one-stop-shop service section of Dong Tam Commune in Lac Thuy district, Nguyen Thanh Long, a resident of Dong Bong village, was both surprised and pleased with the professionalism and attitude of civil servants working there.


 Dong Tam commune (Lac Thuy district) strictly implements the publication of administrative procedures, making it more convenient for residents. 

Long said that during the process of handling administrative transactions, he found the attitude and service mindset of the commune's civil servants to be highly responsible. They provided dedicated guidance and support in completing documents, creating favourable conditions for the swift and efficient resolution of administrative procedures. "I am very satisfied with their respectful, people-centred, and responsible attitude,” he said. 

Nguyen Duc Han, Chairman of Dong Tam commune People’s Committee attributed this comprehensive shift to the commune’s recent efforts to build a friendly authority serving the people. 

This model has helped significantly transform the working style of public servants of the commune, from an administrative command-based approach to one focused on serving citizens. A notable result of this initiative is the creation of a civilized and modern public office environment. Since its launch in late 2023, the model has proven effective and well-aligned with the demand of the community. 

In addition, the commune has recently reviewed regulations of relevant agencies and units concerning the operational rules of the one-stop-shop division, citizen reception procedures, dialogues with the public, and administrative procedure settlement guidelines to thoroughly disseminate and instill them in 100% of public servants. With this spirit, since the implementation of the model, the Party Committee and People’s Committee of the commune have directed specialised units to propose practical and suitable initiatives. 

To ensure the most efficient, timely, and convenient handling of administrative procedures for citizens and businesses, the communal authority has fully equipped its office with computers, printers, scanners, and photocopiers. At the same time, it has implemented various flexible solutions, applying information technology in line with digital transformation efforts to build an e-government. These measures support seamless information exchange in the direction, operation and management of the electronic one-stop system.

The commune has also developed a QR code scanning system to provide full transparency and public access to 100% of administrative procedures under its jurisdiction. It maintains a text messaging system to notify organisations and individuals about the status of their administrative requests. Clear and specific tasks are assigned to each official and public servant to ensure efficient and effective operations.

According to Han, the implementation of specific and effective solutions under the model has created a strong shift in awareness and working style among civil servants and officials. Work practices have been reformed toward simplicity and clarity, moving away from rigid and stereotypical approaches of the past.

People are now actively assisted by staff, who provide clear and thoughtful explanations. As a result, administrative procedures are resolved more quickly and conveniently. Requests for administrative procedures outside of regular working hours are also enthusiastically supported by the commune’s public servants.
