(HBO) – The People’s Committee of Hoa Binh province held a dialogue with businesses and investors in the locality on June 20 under the chair of Vice Secretary of the provincial Party Committee and Chairman of the provincial People’s Committee Nguyen Van Quang. The event was attended by Vice Chairman of the provincial People’s Committee Bui Van Khanh.

The local business association, along with
enterprises and investors talked about their difficulties that need the
provincial People’s Committee’s help to remove, such as too many overlapping
inspections during a year. They also proposed that the province set the minimum
and maximum compensation levels for projects in which the investors carry out
land clearance by themselves. They suggested using the local budget to pay for
accumulated debts in the field of construction, especially in the building of resettlement
works and rebuilding of flood—damaged facilities.
The business circle also urged the
province designate land for building storage facilities, revoke licence of delayed
or ineffective projects in Hoa Binh city to allocate land for other capable
firms. They recommended the province make specific development plans for each
sector and industry in districts to facilitate investment, and regulations on
the management and use of water surface bordering investment projects in the
area of the reservoir on Da River.
Concluding the dialogue, Chairman of the
provincial People’s Committee Nguyen Van Quang said the opinions contributed by
businesses were useful for the administration to address shortcomings in
administrative procedures and better the local investment climate. He assigned
departments and agencies to study the constructive opinions of enterprises and
investors in order to report to and advise the provincial People’s Committee.
The provincial leader also entrusted
the Chairman of Hoa Binh city’s People’s Committee to directly address
proposals of businesses relating to the discharge of waste from Canal 20 into the
water area managed by Quynh Lam brick-making company and the youth park
project. He assigned Vice Chairman of the provincial People’s Committee Bui Van
Khanh and directors of relevant departments to settle the problems faced by
investment projects.
Businesses should proactively meet
and exchange with directors of departments to remove difficulties, Quang said,
adding that local authorities will accompany firms in order to improve investment
attraction for the local socio-economic development.

Administrative reform has been identified as a key priority in enhancing state governance, improving the business environment, and facilitating services for citizens and enterprises.
The Standing Board of the Hoa Binh provincial Party Committee met on March 18 to review and guide major investment projects aimed at boosting local socio-economic development.

The northern province of Hoa Binh, with over 467,000 hectares of natural forest and more than 100,000 hectares of production forest, holds significant potential for carbon credit market development.
Replacing substandard houses with more sturdy ones by June 30 is the direction given by Nguyen Phi Long, alternate member of the Party Central Committee and Secretary of the Hoa Binh provincial Party Committee, at a meeting held in early March by the provincial Steering Committee for the programme to eliminate temporary and dilapidated houses for the needy.
