(HBO) – The Government’s Steering Committee for Administrative Reform has held a conference to announce a report on public administrative reform (PAR) index in 2018 of ministries and ministry-level agencies, the People’s Committees of centrally-run cities and provinces, as well as the Satisfaction Index of Public Administration Services (SIPAS) in 2018.
According to the report, in 2018, PAR index of Hoa Binh rose
nine positions over 2017 to the 46th out of the 63 localities.
Specifically, the province ranked 51st in the
index of management and direction; 41st in index of implementation
of legal document; 32nd in administrative procedure reform; 39thin reform of administrative system; 52nd in the quality of public
servants; 21st in public finance reform; and 48th in modernization
of administration.
Particularly, in 2018, the management efficiency and
provincial governance and administrative performance index (PAPI) of Hoa Binh jumped
to the 26th position, much higher than many other localities.
Meanwhile, the province also posted 3.5 points in impact of administrative
reform to the local socio-economic development
Administrative reform has been identified as a key priority in enhancing state governance, improving the business environment, and facilitating services for citizens and enterprises.
The Standing Board of the Hoa Binh provincial Party Committee met on March 18 to review and guide major investment projects aimed at boosting local socio-economic development.

The northern province of Hoa Binh, with over 467,000 hectares of natural forest and more than 100,000 hectares of production forest, holds significant potential for carbon credit market development.
Replacing substandard houses with more sturdy ones by June 30 is the direction given by Nguyen Phi Long, alternate member of the Party Central Committee and Secretary of the Hoa Binh provincial Party Committee, at a meeting held in early March by the provincial Steering Committee for the programme to eliminate temporary and dilapidated houses for the needy.
