(HBO) - The Hoa Binh provincial People’s Committee issued Decision No.3338/QD-UBND dated December 30, 2020 on issuing Hoa Binh province’s Administrative Reform Plan for 2021.

The plan aims to consolidate and arrange the apparatus, reduce the number of deputy heads of administrative organisations and non-business units in accordance with the Government's regulations, improve the quality of the single-window mechanism, intensify the reception and settlement of administrative procedures via online public services at levels 3-4, step up the transformation of non-business units to self-guaranteeing of regular spending, and expand the application of information and technology in operations of State administrative agencies.

Accordingly, 100 percent of the province’s legal documents will be issued in accordance with Vietnamese law as well as the locality’s reality, create favourable conditions to mobilise, attract and effectively use all resources for local socio-economic development. All administrative procedures under the jurisdiction of departments and sectors in the province will be simplified, public and transparent, and 100 percent of administrative procedures in the list announced by the Chairman of the provincial People's Committee will be handled via the single-window mechanism.

 

Administrative organisations and non-business units are arranged in accordance with the regulations and put into operation stably and effectively. Organisations of departments and branches, non-business units and People's Committees of districts and cities’ positions, functions, tasks and powers will be stipulated in accordance with regulations.

Public servants in State administrative agencies, and non-business units of the province have to meet the capacity framework of the approved job positions.

Attention will be paid to shifting public non-business units to units with partial or whole financial autonomy or to joint stock companies, and 30 percent of administrative procedure dossiers are received and processed online at levels 3-4. All units receiving dossiers and returning results at the commune level will be equipped with at least one modern device.

The province will also strive to reach and surpass targets related to budget revenue, disbursement of public investment, investment attraction and establishment of new enterprises./.

Hoa Binh determined to eliminate temporary, dilapidated houses by June 30
