(HBOL) On November 7th, the provincial delegation led by Mr. Bui Van Vinh, Party Central Committee member and Secretary of the provincial Party Committee visited and worked in Xuat Hoa commune, Lac Son district about the activities of community learning center and study encouragement movements.

The community learning center of Xuat Hoa commune was established and has been operating since February of 202. The center has 5 specific professional teams, whose members are the heads of mass organizations and departments in the commune. Based on its operations, the center has built 16 community development clubs with 96 membership groups. The center has coordinated with the Commune Women’s Union to set up 25 law bookcases to facilitate for the people’s needs of studying and reading books.

From 2014 to the end of September in 2017, there have been some specific results: the center has organized 125 seminars with the attendance of 9,358 people. This has contributed significantly to education, economic development to increase the income, legal education, socio- cultural education, nutrition education and health protection. Especially, the community learning center of the commune has played an important role in increasing the proportion of people participating in health insurance in the commune from 40% (in 2016) to 85% (now).

However, the activities of community learning center have appealed some limitations, such as the management staff and members working at the center are mostly multitasking staffs so that they do not have enough time or the results are under expectations.

Speaking at the his visit, Mr. Bui Van Tinh, Party Central Committee, Secretary of the provincial Party Committee acknowledged and praised the efforts and creativity of localities in organizing the activities and promoting the effectiveness of the model of commune- based community learning center.  In the upcoming time, the official notices that the center should pay attention to organize vocational training for farmers with the motto of "hands-on and work”. The center needs to expand the activities in appropriate fields, pays more attention to take care of people’s health, especially the elder ones. The commune authority and the center staffs should be more enthusiastic, creative and active to expand and organize the center activities efficiently. The mass organizations and departments of Lac Son district should coordinate, facilitate, guide and help the center to operate efficiently. The Secretary of the provincial Party Committee affirmed that the operation model of community learning center of Xuat Hoa commune is a typical and efficient model, which should be widely expanded in the whole province.
