It is known that the District’s Military Headquartes and the Public Security were established in March 2002 - right after the district went into operation as a new administrative unit. Overcoming 20 years and 5 Party congresses, the Public Security and the armed forces have overcome many challenges, becoming more and more mature and comprehensively strong, working together to ensure good political security, social order and safety for society, protecting the peaceful life of the people. In the process of building the new countryside, the district always focuses on implementing the strategic tasks of the national defense line, the People's security posture for the population communities of the communes and the town, thereby, it always maintains the national defense, the security and the social order in the rural areas, actively contributing to the socio-economic development.

Looking back at the proud achievements of the district in the process of building a new rural area, it is impossible not to mention Dung Phong - the first commune to meet the standards of the new rural area of the district and the province. With thẻ creative and effective ways, in 2014, Dung Phong was the first commune in the province to reach the destination of the new rural area. After that, the commune continued implementing the roadmap to build an advanced new rural area and reached the finished line in 2019. According to the Secretary of the communal Party Committee, Mr. Bui Van Huong: To achieve that success, the commune has mobilized the participation of the whole political system as well as the efforts of the entire People. Gradually, the socio-economic appearance is getting better and better, and the internal resources have been strengthened, helping the commune confidently determine its goals in the term of 2020-2025, which is to continue raising the quality standards of the new rural area, towards building 7 out of the 7 villages reaching the model of the new residential area.

On a district-wide scale, more than 10 years of building the new rural areas is a period of remarkable transformation of the land and the people in Cao Phong. Realizing that the interests of the individuals are harmonized with the interests of the collective, Cao Phong people have really become the subjects in the process of building the new rural areas. The emulation movements such as "All people unite to build the new rural areas and civilized cities”; "The clean house – the beautiful garden – the fresh environment”; "Building the green - clean - beautiful environmental landscape in building the new rural areas”; "Building the models of the residential areas and gardens”... have been widely deployed throughout the district. As a result, the rural infrastructure system has developed strongly. The living conditions of the majority of the rural population has improved. The planning and development of the rural infrastructure have been implemented effectively.

The district continues prioritizing the development of the strong commodity products, replicating the models of the organic agricultural production. The work of education, vocational training, people's health care, and preservation of the rural environment... have had many positive changes. In 2021, the district has another commune, Bac Phong, reaching the new rural goal, getting 100% of the targets of the People's Council's resolution, bringing the total number of the communes to 5 out of the 9 communes in the whole district. The average number of the new rủal criteria was 16.67 criteria/ commune. This is an important foundation helping the Party Committee, the government and people of all ethnic groups firmly continue on the path of building the new rural areas, confidently moving towards the goal in 2025, that is Cao Phong will become a new rural district.
