(HBO) – Nguyen Phi Long, alternate member of the Party Central Committee and Secretary of the Hoa Binh provincial Party Committee, chaired a meeting of the provincial Party Committee’s Standing Board on August 22 to discuss the projects on building Hoa Lac - Hoa Binh Road, upgrading the Xuan Mai - Hoa Binh section of National Highway 6, and building the Km19+00 - Km53+00 section of Hoa Binh - Moc Chau Expressway; along with some other important socio-economic development issues.

The Hoa Lac - Hoa Binh Road project, carried out
in the public - private partnership (PPP) format, has total investment of over
9.38 trillion VND (390.8 million USD) and length of 23.04km, comprising 6.37km
in Hanoi and 16.67km in Hoa Binh province.
Of the two construction plans, the province
selected the first – building a six-lane road with a designed speed of 100km
per hour on the basis of the existing two-lane road, with the forecast traffic
volume until 2045 taken into account.
At the event, leaders of the provincial People’s
Committee and the consulting unit presented the scale and design of the
project, provided details about funding sources and the implementation plan,
and reported on the construction site’s status before the project kick off.

Nguyen Phi Long said Hoa Lac - Hoa Binh Road is a critically important project
that will have great influence on socio-economic development in the province
and the northwestern region at large, and create an economic corridor for the
region. The provincial Party Committee’s Standing Board agreed to carry out
this project in the PPP format.
He demanded resources be mobilised to
accelerate, complete, and put the project into use early.
Meanwhile, the Hoa Binh - Moc Chau Expressway
project, of which the Km19+00 - Km53+00 section traverses Hoa Binh, is invested
with more than 9.8 trillion VND in total, of which over 8.2 trillion VND is
sourced from the central budget and 1.5 trillion VND from the provincial
budget. Preparations for construction are being made.
Regarding this project, Long asked the Party’s
civil affairs board of the provincial People’s Committee to direct the quick
settlement of difficulties in order to start the project in late 2023.
At the meeting, participants also looked into a
report on the allocation plan for the central budget’s funding for the
province’s socio-economic recovery and development programme, the allocation of
and supplementation to the medium-term public investment plan financed by the
central budget for the 2021 - 2025 period, and a draft directive of the
provincial Party Committee’s Standing Board for implementing the Politburo’s
Conclusion No 48-KL/TW on the continued re-organisation of district- and
communal-level administrative units during 2023 - 2030.
Administrative reform has been identified as a key priority in enhancing state governance, improving the business environment, and facilitating services for citizens and enterprises.
The Standing Board of the Hoa Binh provincial Party Committee met on March 18 to review and guide major investment projects aimed at boosting local socio-economic development.

Welding sparks illuminate the faces of workers, and concrete mixers churn relentlessly, laying fresh pavement on the newly-carved road. The construction site buzzes with a palpable sense of urgency, particularly in Hoa Binh province where the expressway's future is being forged.
The northern province of Hoa Binh, with over 467,000 hectares of natural forest and more than 100,000 hectares of production forest, holds significant potential for carbon credit market development.
Replacing substandard houses with more sturdy ones by June 30 is the direction given by Nguyen Phi Long, alternate member of the Party Central Committee and Secretary of the Hoa Binh provincial Party Committee, at a meeting held in early March by the provincial Steering Committee for the programme to eliminate temporary and dilapidated houses for the needy.
