In the morning of December 28th, the Representative Committee of the Board of Directors of the Provincial Bank for Social Policies held a conference to deploy the tasks in 2024. In 2023, the
Representative Committee of the Board of Directors of the Provincial Bank for
Social Policies at all levels, the provincial branches of the Bank for Social
Policies, and the entrusted socio-political organizations have actively
implemented the policy and social policy credit in the area and successfully
completed the assigned tasks. Accordingly, the credit plan targets all met or
exceeded the resolution goals set by the Representative Committee; the
preferential capital sources covered up to 100% of the villages and hamlets and
were quickly and promptly conveyed to the beneficiaries
During the year,
the loan sales were estimated at over 1,237 billion VND, with over 27.5
thousand turns of borrowers. So far, the total outstanding debt has been
estimated at over 4,824 billion VND/19 credit programs, with nearly 103
thousand households with the outstanding debt, increasing 635 billion VND (up
15.2%) compared to December 31, 2022. The policy capital has helped create,
maintain and expand jobs for more than 8,130 employees; newly building and
purchasing 105 social housing apartments; Helping 146 students borrow money for
the study expenses; 107 employees went abroad to work under fixed-term
contracts; building and upgrading 9,055 clean water works and 8,799 sanitation
works in the rural areas.
At the
conference, members of the Representative Committee discussed the difficulties
and shortcomings in implementing the social policy credit, such as disbursement
of the capital from the loan program for employees working abroad under
contracts of Decree No. Decision No. 216/2022/NQ-HDND is still slow; The local
budget capital transferred to the Bank for Social Policies is lower than that
of the national average...
Making the
conclusion speech, the Vice Chairman of the Provincial People's Committee
proposed that in 2024, Representative Committee of the Board of Directors of
the Provincial Bank for Social Policies at all levels promote inspection and
supervision to detect the models for replication and promptly resolve
difficulties and problems. It is necessary to enhance the role of
socio-political organizations in receiving the entrusted loans from Bank for
Social Policies. The relevant departments and branches need to review to advise
the Provincial People's Committee so that they supplement the provincial budget
capital entrusted to the Bank for Social Policies. In addition, it is suggested
developing plans to implement the Government's credit programs; Promoting labor
export activities and strengthening propaganda to bring capital to the
beneficiaries.
