After 10 years of implementing Resolution No. 36-NQ/TW of the XI Politburo on promoting the application and development of information technology (IT) to meet the requirements of the sustainable development and the international integration, applying IT in the activities of the agencies, units, organizations, businesses and the people in Lac Thuy district has achieved positive results, meeting the requirements for exchanging information and providing data between the agencies, the organizations and the people.


The officers from One-Stop Department of Lac Thuy District’s People's Committee have been applying information technology to resolve the administrative transactions for the people.

 

The district has always been paying attention to building and developing the electronic government, moving towards the digital government and digital transformation. They have been focusing on propaganda to raise the awareness about the position and role of IT and digital transformation in economic and social development. The nfrastructure of the fiber optic broadband transmission is widely deployed to 100% of the centers of the commune and town. 100% of the computers have used the internal networks (LAN) and the internet to handle work. 100% of the professional agencies, public service units, and People's Committees of the communes and the town have used the digital signatures specifically for the Government. 

The contents of IT applications and services in direction and administration have been actively deployed. Many professional software has been deployed effectively; Enhancing the connection and exchange of information and data in a synchronous, interconnected, and modern manner. They have actively been supporting the advisory, leadership, direction, and administration work at the agencies and units; timely exploiting and exchanging information conveniently, shortening the work processing time. 

The application of IT in businesses and people is not only convenient, fast, and effective, but it also reduces the travel, effort, and costs of having to go directly to transaction agencies. 100% of the State agencies from the communal level and above have connected their document management and administration systems, applying the digital signatures specifically for the Government and connecting to the national document communication axis; The district’s People's Committees, 10 out of the 10 communes and the town have the electronic information pages, applying IT in handling administrative procedures; Deploying an electronic one-stop system, shortening the processing time, and increasing transparency in the operations of the state agencies. They have digitalized 100% of the results of valid administrative procedures. They have been deploying a monitoring software system that reflects the people's recommendations (the digital citizens); the paperless meeting room system; and multi-point online video conferencing with 12 bridge points (2 points in the district and 10 points in the communes and town); Investing in the modernized administrative equipment systems at the Receiving and Returning Results Department at the district and commune levels; Establishing 113 community digital technology groups. 

Training and improving IT knowledge have been given regular attention. Every year, digital skills training classes are opened for the officials, the civil servants, the public employees, and the teams of digital technology. The work of ensuring safety and security of the network information has been emphasized. Up till now, there have been 71 computer accounts being installed with VNPT - Smart IR, the centralized management anti-malware software system connected to the province's Centralized Monitoring Center (SOC) to monitor the security status, the safety and the network security. The district has been implementing IT application projects with investment funds of over 9.7 billion VND for the items. 

However, the investment in IT system facilities is not complete and it does not meet the requirements of the technological development. The implementation of the online public services still depends on the connection and integration of the ministries and the branches, so it lacks synchronization and timeliness... 

Mr. Nguyen Ngoc Van, the Vice Chairman of Lac Thuy District’s People's Committee, says: For IT application to be implemented synchronously and effectively, in the coming time, the district will continue to implement the Central documents, the ones from the province and the district on the digital transformation. It is necessary to innovate the content, form, and methods of propaganda to raise the awareness, the roles, and responsibilities of IT applications in economic and social development. It is recommended strengthening the leadership and direction in IT application and development activities in a practical and effective way. Priority should be given to the capital to upgrade IT infrastructure, train and foster IT human resources in the area. It is also important to well perform the management and enforcement of information security policies. They have been promoting the implementation of the shared software systems of the province and the district. They have also been coordinating to open professional training courses for the officials, civil servants, and officials in charge of IT in the district and the communes. The Apps have been set up to download and install online public services so that the people can access and use online public services, submit and receive online documents more easily.
