According to the plan of Hoa Binh province, the province strives that by 2025, 70% of communes will meet new rural standards, 26.4% of communes will achieve advanced new rural areas, and 6.2% of communes will achieve model new rural areas; 50% of districts meet new rural standards and complete the task of building new rural areas. 

Transport infrastructure is invested in Hung Thi commune, Lac Thuy district, Hoa Binh province.

To complete the plan, in 2024 there need to be 6 more communes meeting new rural standards, 2 communes meeting advanced new rural areas, 1 commune reaching model new rural areas; on average, the province's new rural criteria reached 16.3 criteria per commune. 

As a result, up to now, Hoa Binh province has 80 communes meeting new rural standards (reaching 62%), 28 advanced new rural communes (reaching 21.7%), and 1 model new rural commune, averaging the criteria. New rural areas in the whole province reach 16.2 criteria/commune. Thus, the rate of communes in the province meeting new rural standards reaches 85.7% of the Central plan assigned for the period 2021 - 2025 and 68.8% of the plan set by the province.
