As part of the efforts to realise the Law on Forces Participating in the Protection of Security and Order at the Grassroots Level, Hoa Binh has so far established 1,482 groups for security-order protection in all the 1,428 villages, hamlets, sub-areas, and residential areas in communes, wards and towns, gathering 4,459 members.

The forces participating in protecting
security and order are tasked to coordinate with the communal police as well as
departments, sectors and organisations to give advice to authorities in coping
with arising security-order problems, preventing incidents or complications
related to security and order in the area.
They are assigned to promote their
pioneering role in joining self-management models in the movement of "all
people protect the Fatherland’s security”, while encouraging the community to
be vigilant and denounce crimes, thus expanding the movement.
At the same time, the forces also conduct
communications and education activities to guild local residents to strictly
implement the Party and State’s policies and laws as well as the locality’s
regulation, while alerting them on tricks of all types of criminals, and
popularising the rights and obligations of the people in ensuring security and
order.
They are tasked to actively coordinate with
departments, sectors, and organisations in villages and residential areas to
carry out the work of conciliation at the grassroots level, reminding people to
comply with legal regulations on population management and control of weapons,
explosives, and support tools, and taking part in management, education, and
support of people who used to commit legal violations to reintegrate into the
community.

These improvements have helped create favourable conditions for local residents and organisations to handle administrative procedures, contributing to the commune’s broader socio-economic development.
The Prime Minister-approved master plan to develop the multi-use value of forests ecosystems through 2030, with a vision to 2050, aims to improve the management and sustainable use of forest resources, create jobs, increase incomes, and improve the living standards of ethnic minorities, people in mountainous and remote areas, forest workers and those living near forests.
