(HBO) - The People’s Committee of Hoa Binh province issued Decision No. 02 on January 2, 2019 to implement Resolution No.02 issued by the Government on January 1, 2019 on strengthening measures to improve the business and investment environment and increase the national competitiveness in 2029 with a vision to 2021.
It has assigned relevant agencies to build plans and action programmes, and indicators in accordance with Resolution No. 02/2019 /NQ-CP to organize the implementation in the locality.
Thanks to these efforts, the improvement of business and investment environment in Hoa Binh has recorded positive results, which are appreciated by investors.
The reception and settlement of administrative procedures at the public administrative service centre in the province have contributed to making it easier for organizations and individuals.
In 2019, the provincial People’s Committee held conferences to meet enterprises and cooperatives, as well as dialogues with businesses and investors operating in the locality.
Leaders from departments, sectors, the provincial People’s Committee and People’s Committees of districts and Hoa Binh city have worked with representatives from enterprises to listen to and timely address difficulties facing enterprises’ production and business activities.
Attention has been paid to promoting the province’s investment and business environment through attending business forums and organizing investment promotion activities in Australia and Taiwan (China).
A working delegation of Hoa Binh visited Mongolia to lure more investment.
Investment, tourism and agriculture promotion conferences were also held in Hang Kia and Pa Co communes, and Da Bac district.
Along with strengthening investment promotion activities, the local authorities also focused on accelerating administrative reform related to land and construction.
Land use and construction plans have been publicized, creating favorable conditions for enterprises to consider their investment in Hoa Binh. The time for resolving administrative procedures related to land and construction is faster than the time prescribed by law, without overdue dossiers.
The eTax service system has been applied in the locality with a number of new features to replace the electronic tax declaration and payment system. This is expected to be a premise for the concentrated one-stop-shop electric tax system, which will provide all electronic tax transaction services for businesses and individuals nationwide.
All enterprises in the locality implemented electronic tax declaration; all tax payment transactions were made online; and level-4 online public service reached over 90 percent.
The locality attached importance to the management reform and specialized inspection. The provincial inspection sector has well addressed overlaps in this field.
In order to gradually simplify administrative procedures, at the beginning of 2019, the provincial People's Committee issued a decision on the plan for administrative procedure control in the year. Sixteen out of 20 departments and sectors were asked to review 89 administrative procedures in 16 areas managed by provincial authorities.
Authorities of Hoa Binh city and districts took the initiative in formulating local review plans, and coordinated with departments and sectors to implement the work.
The reception and settlement of administrative procedures at the province’s public administration service centre recorded positive results. In order to evaluate the satisfaction level in settling administrative procedures, the centre distributed questionnaires to collect opinions from organizations and individuals.
With great efforts and creativity in improving the business and investment environment, last year, the provincial People's Committee approved investment plans for 52 new investment projects, including one foreign-invested project worth 4.1 trillion VND. It also granted investment licences to 400 enterprises with a combined capital of 7.1 trillion VND. The number of newly-established enterprises in the province increased by 3.2 percent, and the registered capital surged by 20 percent./.
After the Lunar New Year (Tet) holidays, trade union members and workers in Hoa Binh province returned to work with an excited spirit at the beginning of the new spring.
