(HBO) - According to the reviewed data of the provincial Social Insurance, by the end of June there have been more than 161,000 people who have been granted health insurance cards paid by the state budget, which means that there will no longer communes belonging to region II, III, the mountainous ethnic minority areas in the period of 2021 – 2025 according to Decision No. 861/QD-TTg.


The Health Center of Da Bac District has been handling the procedures quickly for participants of health insurance.

This number of people must be transferred to other beneficiaries of health insurance such as the of the health insurance for the houssehold, the health insurance for students. Therefore, in order for the ethnic minority people to continue participating in health insurance, the Department of Communication and Target Development (the provincial Social Insurance) has coordinated with the professional departments and the social insurance of the districts to actively propagate and mobilize people to understand the benefits of changing mechanisms and the policies according to Decision No. 861/QD-TTg. They have been coordinating with the Post Office agents and the communal collection agents to focus on propaganda, guidance, advocacy and receipt of the dossiers of participation in health insurance for the household. The Department of Issue of Books and Cards has guided and urged the social insurance of the districts to correct the code of the place of residence and the code of benefits for participation in health insurance. The Department of Health Insurance has advised and guided the medical examination and treatment facilities, and at the same time the problems in health insurance examination and treatment hasve been sloved.

Mr. Nguyen Hong Quan, the Director of Social Insurance of Lac Thuy District says: From July 1st, 2021, after adjusting the area according to Decision No. 861/QD-TTg of the Government on approval of regional communes I, II, III, the number of the district’s reduction cards is 24,000 people. In order to mobilize the people to continue participating in health insurance, in the coming time, the district’s social insurance will advise the Party committee, the district’s administration, and the district’s Steering Committee for social insurance and health insurance to implement Resolution No. 28-NQ/TW on improving the policies for health insurance, strengthening the implementation of social insurance and health insurance policies. They have been coordinating with other sectors, mass organizations, and the district’s Center for Culture, Sports and Information to continue propagating the Law on Social Insurance and the Law on Health Insurance. They have closely been coordinating with other agencies, units, associations and mass organizations to implement the tasks assigned by the sector and locality, in which, developing participants of social insurance and health insurance has been focused on. At the same time, the reform of administrative procedures has been well implemented, the implementation of electronic record transactions in the field of social insurance and health insurance has been strengthened. The rate of installing and looking up VssID application for participants of social insurance and health insurance has been improved.

 

Mr. Nguyen Vu Quyen, the Deputy Director of Yen Thuy District’s Social Insurance says: The district’s social insurance has proposed many solutions such as coordinating with the party committees, the authorities of the communes, the township, the agencies and other mass organizations in the district, promoting propaganda so that the People can understand the content of the Prime Minister's Decision No. 861/QD-TTg, dated on June 4th, 2021. In particular, they have been coordinating with the Women's Union of the district to organize training for women staff so that they can mobilize the local people to participate in health insurance. They have been organizing propaganda in small groups to each household, even outside the working hours.

Along with the implementation of Decision No. 861/QD-TTg, Luong Son district has applied the social distancing to prevent and control Covid-19 pandemics. However, with the efforts of the sector, nearly 10,000 people were mobilized to continue participating in health insurance in the first month. This is an outstanding result for the industry. Mr. Vu Thai, the Director of Luong Son District’s Social Insurance says: The implementation of Decision No. 861/QD-TTg has reduced 23,000 people (22.8%) of the coverage rate of health insurance, which has greatly been affecting the target of the card coverage of the district’s health insurance. Due to the complicated developments of Covid-19 epidemics, since July 27th, the district has implemented social distancing according to Directive No. 16/CT-TTg of the Prime Minister, the District’s Social Insurance has been focusing on propagating the information activities and communicating the health insurance policies to the people through the mass media such as the specialized pages, columns, reportages, the local radio stations, the news and articles on the web portal of the provincial social insurance, the social networking sites of individuals, the visual propaganda through billboards, slogans, posters, leaflets... From the difficult circumstances, the officials of the branches and the Party committees and the authorities have applied many reasonable forms of propaganda to encourage people to continue participating in health insurance.
