(HBO) - Encouraging the implementation to help the preschool children become familiar with English; teaching English as an elective subject to the students in grades 1 and 2 in the eligible schools; expanding the target audience of students studying the 10-year English program to be ready to implement the new English program under the 2018 General Education Program… There are many solutions being urged to be deployed to improve the quality of teaching and learning foreign languages, in which the main subject is English.


The Secondary School in Cao Phong town (Cao Phong) has been ensuring the conditions for teaching and learning English according to the educational innovation roadmap. 

At Hoang Van Thu High School for the Gifted, Ms. Nguyen Thi Phuong Lan, the Vice Principal of the school says: The school year of 2022 - 2023 is the first school year to implement the 2018 General Education Program for the high school level, applicable to grade 10. In an effort to consolidate and improve the quality of education, the school pays special attention to foreign languages. As for English, this school year, the school continues to develop and maintain the English club, having a specific plan of activities during the school year, encouraging students to take certificate exams to gain more opportunities for university admission as well as the opportunity to get scholarships to study abroad. In addition, the school is interested in teaching English to Russian, French and Chinese students who wish to learn more English. In particular, this school year, there are 3 foreign English teaching assistants coming to work, so the school is quite convenient to improve the quality of teaching and learning this important foreign language. 

Most recently, there were 3 students (all 12th graders with English majors) from Hoang Van Thu High School for the Gifted 3 representing the youth of the province to participate in the National English Debate Contest for the officials of the Union, Team and Association in 2022 organized by the Central Committee of the Youth Communist Union. Overcoming a series of "competitors” with bravery, intelligence and excellent English skills, typical for the young people nationwide, Hoang Van Thu's English majors won the second prize, bringing glory to the youth of the provincial Youth Communist Union. Notably, English is also an advantage that brings confidence and victory to Hoang Van Thu students when they participate in the useful intellectual playgrounds of the national, regional and international levels. They are the National Competition for Excellent Students (for English subject), the World Invention and Creativity Olympiad (WICO); the Technical Innovation Contest organized by Samsung Global... 

Across the province, the education and training reform roadmap under the 2018 General Education Program has been started from the 2020-2021 school year. By the 2022-2023 school year, the program will be applied to grades 1, 2, and 3 (elementary level); grade 6, 7 (secondary school level); 10th grade (the first grade of high school). Attaching to this important roadmap is the orientation to improve the quality of teaching and learning foreign languages, in which the main subject is English. According to the Department of Education and Training, in the immediate future, in the 2022-2023 school year, the sector urges the units and the schools to overcome difficulties and ensure the conditions for 100% of the studentds in the 3rd grade to study English; encouraging the implementation of teaching English as an elective subject for grade 1 and grade 2 students in eligible schools. Based on the actual situation, the Department of Education and Training directs to teach the pilot English program (4 periods/week) to students of grades 3, 4, and 5 at the schools that ensure conditions for teachers, facilities, teaching and learning equipment. For the schools that do not have enough conditions, it is necessary to actively develop the plans so that the students in grades 3, 4, and 5 can study English for 2-3 periods a week. It is noteworthy that despite many difficulties, many units and schools have made great efforts to increase the percentage of students in grades 3, 4, and 5 who can learn English and prepare the conditions for implementing the English subject as a compulsory subject in the new General Education Program. At the end of the 2021-2022 school year, there were 51,315 out of the 52,881 students in grades 3, 4, and 5 learning English, reaching the rate of 97.03%. In which, the students study English for 4 periods a week account for 48%; the students studying English for 2 periods a week, accounts for 49.5%. the schools have been teaching English as an elective subject for grades 1 and 2 with a total of 402 classes, 13,461 students, reaching the rate of 39.8%. Many localities have had a high percentage of students in grades 1 and 2 learning to become familiar with English such as Hoa Binh city, Mai Chau and Yen Thuy districts. 

In an effort to improve the quality of English teaching and learning in the educational institutions, the Department of Education and Training has paid attention to directing the arrangement of English teachers at the primary level; focusing on training and fostering to improve the qualifications and pedagogical capacity for the foreign language teachers to meet the requirements of teaching method innovation; making efforts to ensure the structure, quantity and quality of the foreign language teachers to meet the requirements and progress of the implementation of the new educational program. Currently, 100% of Departments of Education and Training of the districts and the city have organized English exchange activities for students, thereby, it helps forming a useful playground, promoting the organization of English teaching and learning in schools. With the synchronous determination, the whole sector continues to implement the project "Teaching and learning foreign languages in the national education system” for the period of 2018 - 2025 with the practical solutions such as establishing the English clubs in the schools, encouraging schools to organize the activities to enhance English ability for teachers and students; continuing to invest in facilities, teaching equipment, IT application, and innovate teaching materials, diversifying the programs and forms of training and retraining to meet the foreign language learning needs of the students, etc. These are the synchronous solutions, promising to gradually improve the quality of teaching and learning English in the roadmap for reforming education and training.
