The force of Traffic Police (Cao Phong District’s Police) checks the alcohol concentration of the traffic participants.

In 2022, there are many innovations and creativity in propaganda, patrolling, handling violations, demonstrating the efforts for the peace on each road of the traffic police force in the whole province.

Recently, the Ministry of Public Security has recorded a new way of patrolling and handling violations of the traffic police force of Hoa Binh province and proposed to replicate it to other provinces, which is a cross-handling model, focusing on alcohol violation. Specifically, the officers and the soldiers of the Traffic Police Division of the Provincial Public Security coordinate with the Traffic Police of this district police to patrol, control and handle violations in another district. The innovation of inspection and handling methods has been effective and it has limited the situation that the officers and the soldiers respect and are afraid to collide with their familiar people. 

With that approach, the number of cases of violations of regulations on alcohol concentration detected and handled is many times higher than those in the previous months. However, the most important thing is that the people's awareness has been raised, as shown by the marked reduction in the number of violations through each patrol of the thematic groups. According to the Major Tu Minh Cuong, the Deputy Captain of the Traffic Accident Handling - Propaganda - Investigation Team, the Traffic Police Division, in the first two days of implementing the Provincial Police's Plan No. 513, the thematic teams discovered and made the minutes on over 200 cases of alcohol violations with the fine of over 1.2 billion VND. After 7 days, the cumulative number of violations has been 384, 280 driving license has been stripped, the total fine is over 3 billion VND. After 10 days, the number of violations is less than 500. And after 1 month of implementation, the traffic police made minutess of 1,341 cases. Having that result, in addition to strengthening patrols, controlling and handling of violations without restricted areas… another important factor is the positive effect of propaganda. 

Before the topic of handling violations of alcohol concentration according to the cross-handling model was deployed, the province's traffic police force has been focusing on fighting the situation of oversized and overloaded vehicles. The smooth coordination between propaganda, reminding and strict handling has created high efficiency. Lieutenant Colonel Dinh Thi Thu Hang, Deputy Head of the Traffic Police Division affirms that propaganda plays an important role, especially with the creative way of the officers and soldiers of Traffice Police Team, the Provincial Public Security, - the unit who is in charge of ensuring traffic order and safety on Ho Chi Minh route. The team has organized a conference to propagate the Road Traffic Law to more than 30 transport enterprises regularly move on the route, and at the same time they have organized for businesses to sign the commitments to abide by the law on freight transport on Ho Chi Minh route. Additonally, the phone munbers of the leader of Traffic Police Team No. 2 have been public. Thereby, it helps encouraging the transport units to cross-supervise and proactively notify the functional forces immediately when detecting the vehicle that have not cut off the opportunity to properly register and they still operate the transport. 

With that approach, 100% of the enterprises and vehicle owners participating in the signing of the commitment have cut the opportunity and strictly complied with the signed regulations. The fight against the "problem” of oversized and overloaded vehicles has initially had remarkable results. 

After many years, traffic accidents in Hoa Binh have decreased on all three criteria, in the period from December 2021 to October 2022, the traffic accidents in the area increased in all three aspects: the number of cases, the number of deaths, the number of injured people. Specifically, there were 67 traffic accidents, killing 51 people and injuring 52 others. However, a good sign is that in recent months, the number of accidents and the severity of the cases have tended to decrease. Thereby, it has been affirming that the efforts of the functional forces play an important role, however, the consciousness of the traffic participants plays a decisive role. 

Hopefully, the efforts of the officers and the soldiers wearing the sunny military uniforms continue to be multiplied, creating a clearer change in the people's awareness, helping reduce the traffic accidents for a peaceful life and everyone's happiness.
