The electronic printed circuit board (PCB) manufacturing and processing plant of Japan’s Meiko Group, located at Da River Left Bank Industrial Park in Hoa Binh city with a total investment of over 200 million USD, is expected to create thousands of jobs and make a significant contribution to the local budget.


Contractor speeds up the progress of the electronic printed circuit board (PCB) manufacturing and processing plant project of Japan’s Meiko Group.

To accelerate its progress, the provincial Party Committee and People’s Committee have directed relevant departments, agencies, and infrastructure developers to assist the investor in completing necessary procedures. The goal is to put the factory into operation by the second quarter of this year.

Work on the factory started on April 13, 2024. Once operational, the facility is projected to employ around 3,000 workers and contribute approximately 200 billion VND (7.8 million USD) annually to the local budget by 2030. The Hoa Binh Industrial Parks Management Board granted the project licence on December 22, 2023.

In recent months, local authorities have instructed relevant agencies to facilitate the project’s implementation. The investor has been working on environmental registration, environmental impact assessment approvals, and fire prevention measures. Key infrastructure, including workshops, parking facilities, and interior works for Phase 1, is currently under construction, with trial operations scheduled for the second quarter this year.

Motojima Katsuhide, CEO of Meiko Hoa Binh Electronics Co. Ltd., noted the company’s need in power supply, wastewater treatment fee, and worker housing.

During a recent fact-finding trip, local authorities requested relevant agencies to accelerate the formulation and approval of the 1/2,000-scale zoning plan for Area No. 1 under Hoa Binh city’s master urban plan. This will serve as a basis for adjusting the 1/500-scale detailed plan of the Da River Left Bank Industrial Park.

The Hoa Binh Power Company has been asked to work with Da Hop Trading JSC to develop a medium-voltage power supply plan, ensuring a stable and safe power source for the project’s production and business activities.

The Industrial Parks Management Board has been assigned to collaborate with the Department of Agriculture and Environment in assisting Da Hop Trading JSC and the investor in completing procedures and constructing a centralised wastewater treatment plant with a capacity of 3,000 cubic metres per day.

Additionally, Meiko Group has been urged to coordinate with Da Hop Trading JSC and the municipal People’s Committee to identify a suitable land plot for worker housing construction.

Authorities have also emphasised the need to fast-track the completion of Phase 1, fulfill legal requirements for Phase 2, prioritise the recruitment of local workers as well as collaborate with Da Hop Trading JSC and local administrations to ensure social security and order and safety at the workplace throughout the construction and operational phases.
