Once a mountainous province facing many challenges, Hoa Binh has, after more than a decade of implementing the national target programme on new-style rural area development, emerged as a bright spot in Vietnam’s northern midland and mountainous region. In the first quarter of 2025, the province recorded positive results, paving the way for Hoa Binh to enter a phase of accelerated growth with a proactive and confident mindset.

Nguyen Hong Tuan, head of the provincial Rural Development Sub-department, said Hoa Binh has established a solid foundation for new-style countryside building. Currently, 83 out of the 129 communes in the province—nearly 65%—have met new-style rural area standards, surpassing the target set by the Government and approaching the province’s set plan. Notably, 32 communes have been recognised as advanced new-style rural areas, exceeding the assigned target by nearly 40%.

Notably, Hoa Binh now has three model new-style rural communes, 75 exemplary residential areas, and 258 model gardens - a remarkable achievement for a mountainous locality still facing considerable challenges in terrain, resources, and connectivity.

At the district level, Luong Son and Lac Thuy districts, and Hoa Binh city have all completed the new-style rural area building programme, reflecting consistency in implementation across the province. On average, each commune in Hoa Binh now meets 16.3 criteria, and notably, no commune reaches below 10 criteria - a bottleneck just a few years ago.

Building on this solid foundation, the province is striving to meet higher standards and improve the quality. In the first quarter of 2025, the Rural Development Sub-department worked to finalise documents, conduct assessments, and propose recognition procedures for qualified localities. Among them, Tong Dau commune (Mai Chau district) has officially been recognised as an advanced new-style rural area, while Kim Lap commune (Kim Boi district) is preparing for a ceremony announcing its new-style countryside status.

Hoa Binh has gone beyond merely recognising new-style rural communes by piloting a household waste treatment model in My Hoa commune (Kim Boi district), the first step toward making environmental protection not just a technical criterion, but a core aspect of daily life.

The province plans to have nine more communes and two districts meeting standards of new-style rural areas, and three model new-style rural communes.

In Tong Dau commune (Mai Chau district), local officials and residents are eagerly preparing for the official announcement of their commune as an advanced new-style rural area – an important milestone in the locality’s development journey.

Ha Van Tich, Chairman of the Tong Dau People’s Committee, said achieving the status of an advanced new-style rural area is the result of tireless efforts over many years. But this is not the final goal, it is a launching pad for the commune to further improve the quality of life, develop local OCOP products, and build model community-based tourism villages in the time to come.

Beyond a mere title, the status of an advanced new-style rural area has emerged as a genuine catalyst for self-reliance, community solidarity, and the pursuit of a sustainably improved quality of life.

Hoa Binh’s new-style rural area development scheme is evolving from reaching targets to elevating standards, with each number reported standing not only as a record of achievement, but as proof of a systematic, people-focused and long-term strategy, said Tuan.
