(HBO) – After eight years implementing the National Target Programme on new-style rural area building, he northwestern province of Hoa Binh’s Luong Son district has made significant achievements. The district has led localities across the province in the number of communes recognised as new-style rural areas and the average criteria completed.

The quality of the criteria has been improved. The district is striving to complete all conditions to build dossiers in application for the title of new-style rural district in 2019.

Nhuan Trach, a model commune in new-style rural area building of Luong Son, was recognised with the title in 2015. The commune is calling for efforts of the whole political system to enhance the quality of criteria for a new-style rural area and build a new-style area model of the district.

Local transport infrastructure, healthcare system, education and schools have been improved and many production models with high value promoted, creating more income for locals.

Local households have actively upgraded their gardens and devoted working days to construct infrastructure, irrigation, transport works, improving the environment to the new-style rural area standards. In 2018, the per capita income of locals reached 35.5 million VND, while the rateof poor households was reduced to 0.94 percent.

Phung Thanh Son, Deputy Secretary of the Party Committee of Nhuan Trach commune,said that in 2019, the commune will strive for 3-5 villages reaching the criteria of new-style residential area models, and at least eight model gardens meeting criteria stated in the Prime Minister’s Decision 691/QD-TTg issued on June 5, 2018.

To this end, the commune has assigned tasks to individuals to direct organisations and units to build 1-3 model gardens, plant flowers and trees and build irrigation system in 60 percent of roads in 11 villages, while building model residential areas, model gardens, roads and environment.

Thanks to the drastic directions and suitable solutions, the new-style rural area building programme of Luong Son has seen good results.

As of the first quarter of 2019, the district had11 out of the 19 communes recognised as new-style rural areas, accounting for 57.89 percent. Among the remainders,Hop Hoa, Hop Thanh, Tan Thanh and Truong Son registered to complete the criteria in 2018, while Hop Chau, Long Son, Trung Son and Tien Son expect to finish in 2019.

In June, the district will proposed the recognition for five communes – Hop Hoa, Hop Thanh, Tan Thanh, Long Son and Truong Son. The restare expected to be recognised in September 2019. The average criteria fulfilled in the district are17.63, up 1.4 ones per commune over 2017.

So far, the district has completed seven out of thenine criteria for a new-style rural district following the Prime Minister’s Decision 588, including those in planning, irrigation, power, production, environment, social security and direction for new-style rural building.

Luong Son has yet to meet two criteria in transport and health care – culture – education. It is striving to fulfill conditions for making dossiers asking for the recognition of new-style rural district in 2019.

Nguyen Van Danh, Vice Chairman of the Luong Son People’s Committee,said that the district is mobilising the involvement of the whole political system, while assigning specific tasks to each member of the Steering Committee, as well as each unit and agency in charge of each specific criteria.

They were asked to focus on directing the implementation of unreached criteria, while improving the criteria’s quality and ensuring the sustainability of the programme.

The district will continue promoting the progress of basic construction works related to the building of new-style rural areas, while allocating resources to planned works, especially transport, school and culture works.

A working group of the district’s Steering Committee for New-Style Rural Area Building will work with each commune to support them in completing dossiers proposing the recognition of them as new-style rural areas. Alongside, the district will direct the communes to enhance the quality of the criteria. Hoa Son and Hop Hoa commune are scheduled to complete the programme in 2020./.
