(HBO) – The Hoa Binh Provincial People’s Committee held a meeting to discuss plans to develop industrial parks and clusters. The meeting was chaired by Vice Chairman of the provincial People’s Committee Quach Tat Liem.

The province is home to eight industrial parks (IPs) listed in the amended IP planning approved by the Prime Minister. The provincial People’s Committee has adopted the master plans and detailed planning schemes of these IPs, covering a total area of more than 1,500 hectares.

Fifteen industrial clusters, out of 20 in total, have received the provincial People’s Committee’s approval for establishment. The industrial clusters cover a combined area of over 260 hectares.

Over the previous years, the province has given priority to upgrading infrastructure in five IPs, namely Da River Left-Bank, Lac Thinh, Yen Quang, Mong Hoa and Luong Son IPs. Technical infrastructure in the Da River Left-Bank and Luong Son IPs have been basically completed.

Progress has also been seen in infrastructure development and investment promotion in the industrial clusters.

Discussions at the conference showed that the current planning schemes of the IPs is no longer relevant to the 2021 – 2025 socio-economic situation with amendments required for detailed planning schemes of most of the IPs.

There are still no planning schemes for resettlement areas for people relocated by the development of IP projects while problems and delays remained in site clearance, land acquisition, resettlement, and development of technical infrastructure projects in the IPs and industrial clusters.

Concluding the meeting, Liem underscored the importance of IP and industrial cluster development to the province’s socio-economic growth, particularly investment attraction.

The IPs and industrial clusters have helped increase State budget revenue, employment and foreign direct investment (FDI), he said, voicing his concern over the low-quality infrastructure of several IPs and industrial clusters and backlogs in site clearance.

He ordered local administrations to review their planning schemes and report delayed projects to the provincial People’s Committee. Tough actions should be taken against those behind schedule, he said, adding that the removal of licences is possible if required.

The Vice Chairman also urged for drastic measures to further speed up site clearance, especially in the Da River Left-bank IP.

Liem requested relevant departments and agencies to promptly complete all necessary legal steps to allow investors to begin work on Mong Hoa IP in April./.
