(HBO) – The Hoa Binh provincial Party Committee is set to renew the way of thinking and working style, while focusing its direction on the implementation of key tasks for 2022 to realise the Resolution adopted by the 17th provincial Party Congress, towards rapid and sustainable development.

In 2021, the province fulfilled and surpassed 14 out of 19 targets, contributed over 5 trillion VND to the State budget, or 116 percent of the estimate assigned by the Prime Minister. The total value of agro-forestry-fisheries production was estimated at over 20.7 trillion VND, up 3.3 percent annually. The new rural development programme was stepped up while progress was seen in socio-culture sector. The province directed synchronous measures to ensure health care and social welfare. Attention was paid to the building of the Party and political system. External activities and global cooperation proved effective.

The province did not fulfil five targets, including growth rate, average gross regional domestic product (GRDP) per capita, total social investment, labour productivity, and the rate of health insurance participation. At the meeting, the provincial Party Committee analysed objective and subjective causes, and outlined measures to improve performance in those aspects in the time ahead.

Secretary of the provincial Party Committee and head of the provincial National Assembly delegation Ngo Van Tuan directed building important action programmes and projects to realise the Resolution ofthe 17th provincial Party Congress, with a focus on breakthroughs regarding planning, administrative reform, infrastructure investment and human resource quality improvement.

The province devised specific measures regarding administrative reform, business environment improvement, building of criteria for selection of investors for projects using land in the province, a set of criteria for evaluation of district and city-level departments and authorities. The province will build regulations for site clearance, and publicise policies on resettlement and compensation for relocated residents while paying attention to creating sustainable livelihoods for them. Together with attracting capable investors, the province requested reviewing ineffective and delayed projects to seek solutions, or revoke those projects to give land to feasible ones.

Overall planning work for the province to 2050 will continue in sync with sectoral planning in order to tap potential for investment attraction, especially in key areas. Construction on key transport works is beginning such as Hoa Binh - Moc Chau expressway in Son La and Son La expressway in Hoa Binh - Moc Chau.

The provincial Party Committee will focus its direction on efforts to fulfil at the highest level socio-economic targets of 2021 and perform 2022 tasks in line with the Government's policy on flexibly and effectively working for the ‘dual goals” of fighting the pandemic and restoring socio-economic development.
