With funding from the National Target Programme for socio-economic development in ethnic minority and mountainous areas, localities in of Hoa Binh province have invested in essential infrastructure which helps improve local people's lives.


 

The intra-field road is built with the funding from the national target programme in Ngoc My commune, Tan Lac district.

Ngoc My commune in Tan Lac district is home to a large number of ethnic minority people. Four out of 13 hamlets in the commune are extremely disadvantaged areas. Under national target programmes, the commune has been allocated more than 10.4 billion VND (420,000 USD), of which nearly 3 billion VND comes from the national target progamme for socio-economic development in the ethnic minority and mountainous areas. Thanks to these capital sources, the commune has focused on upgrading rural roads and intra-field roads to serve production and travel of households in the four disadvantaged hamlets.

Bui Manh Tuan, Vice Chairman of the Ngoc My commune People's Committee, said that people in the commune are still facing many difficulties with improper infrastructure. Receiving capital from the national target programmes, the commune has gave priority to transport projects and hamlet cultural houses.

He said the investment and upgrading of rural and intra-field transport routes has brought benefits to the locals. Tan Lac is one of disadvantaged mountainous districts in Hoa Binh province with many extremely disadvantaged areas. In the 2021 – 2025 period, 43 projects in the district have been approved, namely 40 projects using central budget and three projects using the local budget, and a housing support project.

In the 2022 – 2023 period, Hoa Binh province was allocated 484,155 million VND. About 330 million VND is expected to allocate to the province in 2024.

With the funding, the province has invested in 664 projects, including 200 cultural and community houses, 381 road projects, 16 markets, 21 irrigation works, 10 medical facilities, one rural electricity facility, three water supply facilities, and three auxiliary facilities.

To date, all communes have roads for cars to the centre, concrete schools, and medical stations. About 99.8% of households have access to the national grid, 98.8% of households have access to hygenic water for daily use, and over 90% of ethnic minority people in mountainous areas participate in health insurance.
