(HBO) - Over the past years, Luong Son district has always identified the problem of rural security as one of the key tasks, especially before, during and after Lunar New Year of 2018 to maintain stability in rural security – social order security in the area.


Public Security Force of Luong Son District regularly coordinates with Commune Police, the security force of agencies and enterprises to implement the plan to maintain stability in rural security – social order security, ensuring rural security in the area.

 In recent years, the situation of rural security in Luong Son district has many potential complications. In which, the emergence of this situation is the complaints over the level; crowded group of people protesting and preventing business operations.

Typically, the residents of Rut Hamlet, Tan Vinh Commune have repeatedly gathered crowds, built fences, poured stones to block the road to prevent THT Mineral Exploitation joint Stock Company located in the area from operation. Besides the incident in Tan Vinh commune, the functional branches of Luong Son district are focusing on solving problems related to Rural Security situation in Thanh Xuan and Go Mu hamlets in Thanh Luong commune. Accordingly, over the past time, people in two hamlets have repeatedly petitioned to the province level and State level about recommending the proposal for the problem of land settlement, land clearance in land use of 5% when implementing the investing project. Particularly in 2017, the residents have held five meetings to protest massively. The district and provincial People's Committees have also organized many dialogues, departments and agencies from districts to communes, but they are still potentially complicated.

According to Mr. Nguyen Duc Huyen, Chief of Police Force of Luong Son district said: In addition to the above points, at present, the district still has many potential risks causing loss of rural security. It mainly focuses on the areas where there are many projects related to the construction material production such as bricks, stones, cement and livestock farms with many polluting factors such as dust, noise,etc.

 Prior to that situation, according to Mr. Nguyen Vu Chi, Chairman of the District People's Committee: In order to maintain the rural security, on the occasion before, during and after Lunar New Year in 2018, implementing the direction of District Party Committee, People's Committee, the district required the local functional forces to actively grasp the situation, coordinate with the concerned branches and organizations in actively propagating and understanding the State's undertakings and policies. At the same time, through grasping the conditions, the district functional agencies actively raise their recommendations to the Party Committee, the authority to take solutions and preventive measures and prevent the complex situations of rural security. Accordingly, in 2017 and the first month of 2018, the district functional authorities held 19 waves of propaganda for thousands of people on the policies and laws of the State, not participating in crowded gatherings. It also assigns the concerned departments and branches to focus and figure out problems related to the complaints of citizens to solve thoroughly. At the same time, they gather documents, evidences, making lists, strictly dealing with the radicalism subjects. Accordingly, in 2017, functional forces of communes and towns have set up documents to give administrative sanctions for 19 objects of disturbing public order. Especially, they had to prosecute the case of the public disorder at the toll station on Highway 6 occurred on August 7th of 2016 for 5 defendants.
