To contribute to ensuring social welfare and achieving the Government's target of universal health insurance coverage, the provincial social security sector is collaborating with the Department of Health and healthcare facilities across the province to ensure that participants receive the best possible care.

Ngoc My is a lowland commune located about 13km from the centre of Tan Lac district. Recently, the commune has focused on enhancing healthcare services, recognising the expansion of health insurance participation as a key measure for the effective implementation of social welfare policies.
In 2023, over 5,700 people in the commune or 90.12% of its population were covered by health insurance, meeting the target. The local medical station provided healthcare services to 4,213 patients, of whom nearly 3,200 were covered by health insurance. In the first half of this year, the figures were nearly 2,000 and over 1,900, respectively.
Bui Thi Xuyen, a deputy head of the Ngoc My medical station, said, "Every staff member at our station takes their responsibilities seriously, dedicating themselves fully to patient care." Last year, 98% of local residents expressed satisfaction with the healthcare services provided by the station.
The Hoa Binh General Hospital, a grade-I hospital and the highest level of medical care within the province, has continuously upgraded its infrastructure, invested in modern equipment, and focused on training highly specialised personnel. It has also developed new techniques and services to meet patient needs.
Bui Thi Thanh, a resident of Xuat Hoa commune (Lac Son district), shared, "The doctors and nurses are very attentive and caring. Despite the large number of patients, the procedures are handled quickly, and the medical staff are very helpful. With the costs of healthcare and medication covered by health insurance, I feel secure in my treatment."
According to a review by the provincial social insurance agency, in the first six months, Hoa Binh had 795,953 people participating in the health insurance network, with the coverage reaching 89.97% of the population. The number of people receiving healthcare services paid by insurance exceeded 521,000, up 2.7% year-on-year. Medical expenditures paid by insurance totaled more than 359 billion VND, an annual rise of 11.5%.
Since the beginning of 2024, the provincial health insurance agency has implemented various measures to tightly and effectively manage the health insurance fund, ensuring timely and appropriate disbursement to support related services, and protect the well-being of the population and the rights of participants.
Hoa Binh is carried out investment projects to upgrade three district medical centres in Lac Son and Yen Thuy districts and Hoa Binh city. The projects are funded by the central budget under the Economic and Social Recovery and Development Programme, aiming to improve healthcare services. The goal is to gradually develop a system of modern and quality district-level healthcare facilities.
To improve the cultural and spiritual life of the elderly, the associations for the elderly at various levels in Hoa Binh province have created many interesting and meaningful activities, attracting the participation of a large number of old people. These activities provide opportunities for them to improve both their physical and mental health, enabling them to live happily and healthily.
