(HBO) - During the past 2 years, due to the impact of Covid-19 pandemics, the number of tourists to Hoa Binh Lake area has sharly decreased, causing the revenue and profit of the transport businesses in the region to be severely affected.

According to the Department of Transport, the trade in goods and tourists in 2021 decreased greatly, many businesses and cooperatives fell into difficulties and they had to operate in moderation with low efficiency. Recently, the leaders of the the Provincial People's Committee, the Department of Transport and the functional authorities have inspected the situation to find out the solutions promoting tourism and services within Hoa Binh lake area, especially the festival in the coming time. They have also looked for the directions to promote the port and wharf infrastructure, so that they are worth a national tourism area.

According to Ms. Bui Thi Hoa Binh, the Deputy Director of the Department of Transport, implementing the planning of inland waterways has been approved by the Provincial People's Committee. Over the past time, the Department of Transport has drastically implemented the contents according to the plan, in which the area of Hoa Binh lake is planned with 53 wharves and 5 ports.

According to the statistics, now there are 274 vehicles operating on Hoa Binh lake area, including 236 passenger vehicles, the rest are both cargo and passenger vehicles. Of these, there are 141 unregistered vehicles; 128 registered vehicles. Up to now, there are 98 vehicles with the registration deadline, 30 vehicles with the expired registration and they have not been re-registered according to regulations.

According to the general assessment, the operation of the water transport vehicles on the Hoa Binh lake area has been closely examined. There have been no serious incidents or accidents, ensuring the traffic safety. Every year, in order to ensure the safety of the festival activities on Hoa Binh Lake, the Department of Transport regularly coordinates with the specialized State management agencies and the local governments and the Provincial Traffic Safety Committee to inspect and supervise and monitor the inland waterway transport activities in Hoa Binh lake area. They have thoroughly grasped that the inland ports and wharves comply with the regulations in port and wharf operations, fully posting the necessary and mandatory information, having the adequate equipment to ensure traffic safety as prescribed. They resolutely do not allow to disembark or anchor the vehicles in the wharf that do not meet the standards ỏ do not have full certificates of registration.... They have been focusing on propaganda about the fact that the vehicle drivers must have professional certificates, not using alcohol when driving, not overloading the vehicles according to the regulations, the business conditions for transporting tourists to the people in the area.

According to statistics in 2021, the interdisciplinary inspection team inspected 7 inland waterway ports and wharves, made a record, and fined 27 violating vehicles with an amount of 16.6 million dong. However, the handling of violations of traffic safety order, especially with unregistered and unregistered passenger vehicles, has not been regular and continuous, so the number of unregistered and registered watercraft is still sneaking. stealthily participating in water traffic activities, especially passenger vehicles on Hoa Binh lake, thereby posing a high risk of traffic safety loss on the route.

In 2022, in addition to coordinating with the registry to remove difficulties and register the vehicles for people in the lake area, the Department of Transport will continue directing the implementation of the movement to build the "Traffic culture with peaceful rivers”, the "Safe ports and wharves”, the models of "Safety clusters and residential areas with inland waterway traffic”. At the same time, they will strengthen propaganda and guidance for the wharf owners, the vehicle drivers, and the passengers to strictly comply with the provisions of the law on ensuring order and safety of waterway traffic, the "5K” message and the prevention of Covid-19 according to the regulations.

They will propagate, mobilize and disseminate to the organizations and the individuals to comply with regulations in business activities of inland waterway ports and wharves. They will also invest in the wharf items and carry out the licensing procedures in accordance with the law, especially for wharfs at Bo temple 1, Bo temple 2, Thac Bo cave... which are the places to welcome a large number of tourists within Hoa Binh lake area, and it is with potentially high risk of traffic accidents.

They have been coordinating with the relevant functional forces in patrolling, controlling and strictly handling the violations of the law on order and safety of inland waterways for vehicles, crew members and drivers of the inland ports and wharves, in which they have been focusing on strictly handling the violations of carrying more than the number of people allowed on the vehicle, the vehicles not equipped with enough life jackets, life-saving buoys... according to regulations.

In the long term, according to Ms. Bui Thi Hoa Binh, in order to meet the needs of sustainable development and increase the number of tourists coming to Hoa Binh Lake, it is necessary to further strengthen the work of ensuring traffic safety, driving license training and fostering knowledge on ensuring traffic safety and order, training in registration of inland waterway vessels and prioritizing promoting investment in infrastructure at wharves and ports.

In addition, it is necessary to have policies to encourage investment, directing businesses to do business tours, eco-island models, green and clean tourism, experience tourism and spiritual tourism to make Hoa Binh lake area become a famous tourism attraction, attracting many domestic and foreign tourists.
