Hoa Binh has a large tourism development space. It is "Hoa Binh Culture” dating back to the prehistoric times, which í famous for 4 Muong including Bi, Vang, Thang, and Cave. The ethnic groups of Thai, Mong, and Dao have their own cultural features, creating diverse and rich cultural nuances with many unique folk festivals bearing their own cultural identity. In the province, there are many famous tourism spots such as: Mineral spring, Serena Resort (Kim Boi), Tien pagoda (Lac Thuy), Phuong Hoang golf court (Luong Son), ... which have been creating an attraction for the provincial tourism. There is a very positive signal in Hoa Binh tourism when many investors have researched and implemented the investment projects in Hoa Binh Lake, Kim Boi, Lac Son, Hoa Binh City with the capital of thousands of billion VND.

The province has issued the mechanisms and the policies and many solutions have been implemented to exploit the potentials of tourism development. In particular, on September 22nd, 2017, the Provincial Commissioner Committee issued the Action Program No. 15-CTr/TU to implement the Resolution No. 08 - NQ/TW dated on January 16, 2017 of the Politburo on tourism development so that it would become a spearhead economic sector. After 3 years of implementation, the tourism activities in the province have achieved important results. In 2019, the whole province welcomed 3.1 million turns of visitors (406,384 turns of international visitors), and the revenue from tourism reached 1,152 billion, contributing over 3% to the roadmap of the overall economic development of the province. In 2020, due to the influence of the Covid-19 epidemic, the total number of tourists is estimated at 1 million, reaching 60% of the annual plan. In which, there have been 280,000 turns of international visitors and 1.7 million turns of domestic tourists. The total revenue from tourists has reached 1,475 billion VND, implementing 59% of the year plan.

The action Program No. 15-CTr/TU sets the target: By 2025, the accommodation establishments will reach over 6,000 rooms; it is estimated to reach 4.9 million turns of visitors, of which, there will be 1 million turns of international visitors; the total revenue from tourism will reach about 5.4 trillion VND; jobs for about 26 thousand workers will be created. By 2030, it will reach 7.3 million turns of visitors, in which there will be 2 million international visitors; the total revenue from tourism will about 11 trillion VND; and jobs for about 47 thousand workers will be created.

To create a "breakthrough” to make the provincial tourism take off, the Standing Committee of the Provincial Party Committee has asked all levels of the Party committee, the governments at all levels, the political system to well perform the following tasks and solutions: Continuing to promote the propaganda, thoroughly grasping and widely disseminating the directive documents of the Central and the province on making tourism become a key economic sector. It is necessary to continue to direct the formulation and implementation of master plans and projects on tourism development; reviewing, supplementing and promulgating specific mechanisms and policies to create a legal basis to support investors and communities to invest in developing cultural tourism products, ecology, relaxation, entertainment and experience for tourists; Prioritizing the allocation of resources from the budget and mobilizing resources from the entire society to invest in building infrastructure, technical facilities, especially the system of roads and marinas connecting tourism destinations and building unique and attractive tourism products of high quality.
