Hoa Binh city strengthens urban planning management.
According to Nguyen Van Thang, Secretary of the Hoa Binh municipal Party Committee, the provincial People's Committee has approved the city's General Urban Planning Scheme at a 1/10,000 scale through 2045, as well as the Urban Development Programme through 2030, with a vision to 2035.
He said the city has also been recognised as a second-tier urban area under the provincial administration by the Prime Minister and has completed 21 sub-zone planning projects at a 1/2,000 scale to attract investment and promote socio-economic development. The urbanisation rate has reached 100%, with 95.1% of household solid waste being collected and processed, and 100% of households having access to clean water.
To enhance urban and land management, the city is addressing obstacles in land clearance, streamlining administrative procedures, and advancing digital transformation to improve the investment environment.
Efforts are being made to attract financially capable investors, enhance the quality of planning and management, and ensure compliance with regulations. The goal is to achieve full coverage of urban sub-zone planning at a 1/2,000 scale. Investments are being concentrated on key urban wards such as Phuong Lam, Dong Tien, Quynh Lam, Tan Thinh, Thinh Lang and Huu Nghi.
Land clearance is being accelerated for major infrastructure projects, including the provincial transport and irrigation connection project with the national transport network, Hoa Lac - Hoa Binh Expressway (Phase 2), regional link roads, tourism infrastructure development, and the construction of Hoa Binh 5 and Hoa Binh 6 bridges, as well as Hoa Binh Park.
Industrial and commercial projects such as Binh Phu Industrial Park, Yen Quang Industrial Park, Thinh Minh 1 Industrial Cluster, and Ky Son Industrial Cluster, along with residential areas including Quang Tien urban area, Phu My Hng urban area, and Trung Minh A and B Urban areas, are also being actively developed.
For 2025, the city aims for an economic growth rate of 15% and total production value growth between 22-25%, with state budget revenues reaching 1 trillion VND (52.4 million USD).
The city will continue to accelerate the approval of sub-zone planning schemes in alignment with the Hoa Binh Provincial Master Plan for 2021-2030, with a vision to 2050, and the city’s General Urban Plan through 2045. All sub-zone planning schemes at a 1/2,000 scale will be completed to facilitate investment attraction and infrastructure development.
Land and natural resource management will also be reinforced, with strict measures against land encroachment, unauthorised construction, illegal land transactions, and other violations. Special attention will be given to ensuring accountability among officials involved in land administration. The issuance of land use right certificates to eligible households will be expedited.
Additionally, efforts to improve the business environment, attract investment, and streamline administrative procedures will be prioritised. Delayed or non-viable projects will be reviewed, and underperforming investors will be reported to competent authorities for necessary actions.
Authorities will take firm measures against public officials who demonstrate negligence or cause inconvenience to residents and businesses, particularly in land management, urban planning, and construction oversight. The city is committed to ensuring the smooth implementation of key projects, particularly in infrastructure and industrial development.
