The Department of Education and Training of Hoa Binh province held a conference on March 18 to review the performance of the "Safe and Happy School" Project and set out tasks for 2025. The project, funded by the Taiwan Fund for Children and Families (TFCF), aims to create a safe, inclusive, and supportive learning environment for students. The event saw the attendance of representatives from the TFCF and 26 beneficiary schools.

The project is being carried out in Hoa Binh province from 2024
to 2029, dividing into two phases. The first phase of the project was
implemented in Vay Nua and Cao Son communes of Da Bac district between November
and December last year.
For the second phase, it is expanded to 13 communes across the
districts of Da Bac, Lac Son, Cao Phong, Mai Chau, Luong Son, and Hoa Binh city
from January 2025 to December 2029.
With a total funding of over 12.3 billion VND (481,500 USD), the
project is intended to equip schools and classrooms with essential facilities,
enhance capacity for teachers, and provide support for disadvantaged children
and those with disabilities.
The initiative aims to foster the comprehensive development of
students while creating a supportive and inspiring learning environment. It
also seeks to empower teachers, positioning them not only as educators but also
as persons who inspire their students.
Participants at the conference highlighted some challenges in
the implementation of the project, such as delays in deploying activities and
slow preparation process, which have prevented full adherence to the planned
schedule.
To ensure smooth implementation in the coming years, the
Department of Education and Training emphasised the need to enhance public
awareness campaigns to build stronger consensus and streamline administrative
procedures to facilitate the implementation of the project. It is necessary to
strengthen collaboration among stakeholders to maximise impact and prioritise
the quality and long-term effectiveness of the initiative, it added.

Da Bac is the most disadvantaged mountainous district in Hoa Binh province, with ethnic minorities accounting for about 90% of its population. Over the past years, the district has mobilised resources to implement ethnic policies to improve the quality of life of local people.
In recent years, Hoa Binh province has consistently prioritised the protection, care, and education of children, particularly those from ethnic minorities and disadvantaged backgrounds, by creating a safe, healthy, and nurturing environment for their all-round development.
The Steering Committee for Tobacco Harm Prevention and Control of Hoa Binh province, in coordination with the Tobacco Harm Prevention and Control Fund, held a ceremony on May 28 in response to the World No Tobacco Day (May 31) and the National No Tobacco Week (from May 25 to 31). The event was chaired by Nguyen Van Toan, Standing Vice Chairman of the provincial People’s Committee and head of the Steering Committee.
Since 2021, the Center for Industrial Promotion and Industrial Development Consulting (CIIDC) under the Department of Industry and Trade has been implementing a school lighting model as part of the plan for using energy efficiently and economically in Hoa Binh Province in the pẻiod of 2021 - 2025. This model not only aims to improve the learning conditions and enhance the education quality, but it also promotes the message of energy saving, energy security, environmental protection and contributes to the goals of socio-economic development.
In the 2024 - 2025 school year, the entire Hoa Binh provincial education sector includes 520 educational institutions and schools. Among them are 13 ethnic boarding schools with 153 classes and 4,487 students. Four of these schools have met national standards, reaching 30.7 percent.
