(HBO) – After 7 years (2011 -2017) of implementing the National Target Program of building new rural areas, the spiritual and material living conditions of the people here have been improved. They have more confidence, active labor and solidarity to help develop our beautiful, democratic and civilized country. With specific and creative solutions in mobilizing all the social resources, up to now, the face of new rural areas of the province gruadually develops.




The road system of new rural traffic in Dan Hoa commune (Ky Son) was built under the standard, meet the requirements of travelling and trading among people.
 
After 7 years (2011 -2017) of implementing the Program "Together build the new rural area”, the results are so encouraged. In the whole province, there are 50 commune approved to achieve the standard of new rural areas, accounts for 26,2% in the commune. By the end of 2017, the average income of local people in rural area reached nearly 40 million dongs. The proportion of poor households in the rural area decreased to more than 20%. In 2017, the total mobilized capital for building new rural areas reached more than 2,400 billion dongs, in which the mobilized capital from the people community was about 60 billion dongs. Many of the local people donated dozens of thousands m2 of land together with many valuable infrastructure and old trees to build new infrastructure. 

Mr. Nguyen Van Dung, The Vice Chairman of the provincial People’s Committee – Deputy Chief of Management Board of building the provincial new rural area said: despite of initial implementation, most of the communes had to face the difficulties; the criteria were low, after 7 years, the implementation of the Program has contributed to the change of the mountainous rural areas, promote the active roles of the local people, there have been more and more models and examples of developing economy, increasing the income and improving the living conditions. The local authority has played a good connection role to help farmers reach the market and apply the advancements of technology and science into production. 

In addition to the achieved results, there are still some drawbacks needed to be overcome, such as: passive psychology, waiting for the State support; the individual roles of the people and communities participating in the Program have not been really promoted. The main staff is still confused in doing and mobilizing the participating sources, which causes the low results of implementing criteria in some localities.

To promote the achieved results, from now to 2020, the province sets the target of 40% of communes to reach the new rural standard. At the same time, there will be 3 districts to complete the targets of building new rural area: Hoa Binh city will complete in 2018, Luong Son district will complete in 2019, and Lac Thuy will complete in 2020.

To achieve the target of communes meeting new rural area standard by 2020 needs a high determination of the authorities at all levels, the supports from all the State sources and the active participations of local people- the main part in implementing the criteria about building the new rural areas. A main solution is to continue promoting the social mobilization extensively on new rural area construction. At the same time, it is needed to strengthen and improve the organizational part of the provincial coordination office and the authorities at all levels, strengthen production development associated with restructuring the agricultural industry, transforming the rural economy and improving the people’s income to 2020 at 40-50 million dongs/ person/ year. Besides, the systems of mechanism and policies have been improved with the priority to the extremely difficult communes, and increasing the quality of planned projects to build new rural areas, which is suitable to the real condition of every local area.
