(HBO) – Zone 5 of Ky Son town (Ky Son district) is located in the center of district with over 100 households, and the party cell has 27 party members in which most of them are government officers and retirees.

From Highway 6 back over 4 km of high and zigzag downhill, we went to Dao ethnic hamlet - Binh Tien hamlet, Dan Ha commune (Ky Son). After over 20 years’ living in a new area, Binh Tien hamlet's people have has a stable life and this achievement was contributed partly by Mr. Trieu Duc Khuong who is Secretary of the party cell as well as the Head of Hamlet Fatherland Front.

Next, we were sitting in a house under the cool shade of orange trees, and here, Mr. Khuong said that Dao ethnic people in Binh Tien hamlet came from many places such as Ba Vi, Son Tay, Phu Tho and Kim Boi, therefore, they were very familiar with nomadic life in the past. In 1987, according to the state policy of sedentary farming, people chose this land as a place to settle. In October of 2003, the hamlet party cell was established and he was one of three first party members. In 2014, he was elected to Secretary of the party cell. At the position of leader, he was good at the works of popularizing and mobilizing people to stick with the new land, and seeking the direction of economic development as well as enhancing the quality of life. Moreover, the hamlet launched a movement in order to motivate for the local people, for example, it could organize for people to visit and learn the model of efficient economy in province twice or three times per year. Particularly, he and his family were also exemplary and be a pioneer of the movement and activities, especially in economic development.

Because the economic efficiency gradually reduced after many years of sugarcane cultivation, he decided to change all the area around his house to the land for planting orange with the area of one hectare combining to grow citrus and V2 orange. Now, it is the third year for harvest. Additionally in growing orange, the area of 0.5 hectares that cannot be used to grow rice was planted with hybrid Polyscias trees by him. He also expanded the investment to plant hybrid Polyscias trees at Kim Boi district with the area of 6 hectares.

As boldness and pioneering in thinking, this method has brought high income for his family. In 2017, the total income was about 800 million VND. The hamlet currently has 45 households (including two poor ones), and their average incomes per person gained 34 million VND per year. From 2004 to the moment, he has continued to hold position as Secretary of the party cell, and he has been trusted by people as well as elected to a prestigious person in the community for many years. 

According to Ethnic Division of Ky Son District People’s Committee, the whole district consists of 79 people recognized as prestigious people in the community.

The model of efficient energy lighting - Spreading the light of education

Since 2021, the Center for Industrial Promotion and Industrial Development Consulting (CIIDC) under the Department of Industry and Trade has been implementing a school lighting model as part of the plan for using energy efficiently and economically in Hoa Binh Province in the pẻiod of 2021 - 2025. This model not only aims to improve the learning conditions and enhance the education quality, but it also promotes the message of energy saving, energy security, environmental protection and contributes to the goals of socio-economic development.

Progress in ethnic minority education

In the 2024 - 2025 school year, the entire Hoa Binh provincial education sector includes 520 educational institutions and schools. Among them are 13 ethnic boarding schools with 153 classes and 4,487 students. Four of these schools have met national standards, reaching 30.7 percent.
