HBO - Pursuant to the Prime Minister's Decision No. 2589/QD-TTg signed on December 26, 2013, approving the Scheme on "Organizing activities on the International Day of Happiness, March 20," the Provincial Steering Committee for Family Affairs instructed its members to organize activities to respond to the International Day of Happiness. With the theme of "Love and Sharing", the International Day of Happiness, March 20, 2019 was launched throughout the province with a lot of attractive and humanistic activities.

In 2018, the province hung 3,654
propaganda banners and slogans, organized 352 competitions, performances, 82
propaganda sessions in mobile cars, 103 mobile film screenings, 1,369 exchange
talks, 1,210 thematic talks, 1,641 cultural exchanges and 20 training courses.
The province also built 654 news and articles, 89 propaganda reports and many
other propaganda activities on the content of family life education, prevention
and control of domestic violence and building cultural families. In addition,
the province promoted the propaganda of the Law on Domestic Violence Prevention
and Control, the Law on Gender Equality and the Law of Children and so on. As a
result, it has contributed to improving the knowledge of building a happy
family, creating a joyful atmosphere and great solidarity in every family and
society.
However, there is still domestic
violence in the province. To repel the domestic violence and respond to
International Day of Happiness, March 20, eleven districts and the city in the
province have organized the responding activities. The peak concentration time
was from March 8-20. The contents and forms of the communication were
diversified and rich. They were propagated on the mass media through news,
articles, reportages, specialized pages, categories and topics.
They have been propagating the
historical significance of the International Day of Happiness, policies and
laws and the implementation of policies and laws of the Party and State on
social security, building prosperous, progressive and happy families. They have
exemplified good people, good deeds and activities to build happy families and
communities. They have also criticized the expressions and acts of domestic
violence and breaking the law on domestic violence, encouraging all individuals,
organizations and communities to have positive activities to bring happiness to
their relatives, families and communities.

Da Bac is the most disadvantaged mountainous district in Hoa Binh province, with ethnic minorities accounting for about 90% of its population. Over the past years, the district has mobilised resources to implement ethnic policies to improve the quality of life of local people.
In recent years, Hoa Binh province has consistently prioritised the protection, care, and education of children, particularly those from ethnic minorities and disadvantaged backgrounds, by creating a safe, healthy, and nurturing environment for their all-round development.
The Steering Committee for Tobacco Harm Prevention and Control of Hoa Binh province, in coordination with the Tobacco Harm Prevention and Control Fund, held a ceremony on May 28 in response to the World No Tobacco Day (May 31) and the National No Tobacco Week (from May 25 to 31). The event was chaired by Nguyen Van Toan, Standing Vice Chairman of the provincial People’s Committee and head of the Steering Committee.
Since 2021, the Center for Industrial Promotion and Industrial Development Consulting (CIIDC) under the Department of Industry and Trade has been implementing a school lighting model as part of the plan for using energy efficiently and economically in Hoa Binh Province in the pẻiod of 2021 - 2025. This model not only aims to improve the learning conditions and enhance the education quality, but it also promotes the message of energy saving, energy security, environmental protection and contributes to the goals of socio-economic development.
In the 2024 - 2025 school year, the entire Hoa Binh provincial education sector includes 520 educational institutions and schools. Among them are 13 ethnic boarding schools with 153 classes and 4,487 students. Four of these schools have met national standards, reaching 30.7 percent.
