(HBO) – As one of the communes facing extreme socio-economic difficulties in Mai Chau district, the northern province of Hoa Binh, Hang Kia is mainly inhabited by the Mong ethnic group. This is also considered one of the key and complex localities in terms of security and order, especially drug crime, of Mai Chau district.


Thanks to efforts of the entire political system, security, social order and safety in Hang Kia commune have been maintained, with no conflicts between families. Of note, the "families ensure security, order themselves” model has helped all-level Party organisations, authorities, agencies and organisations supervise situation in the locality. 


Implementing the "families ensure security, order themselves” model, people of the Kha family in Thung Mai hamlet, Hang Kia commune always unite with each other, and ensure security and order. 

The biggest success brought about by the model is that the commune police forces and families have closely coordinated with each other to disseminate laws among residents, helping to raise their confidence and promote the enforcement of policies and laws of the State as well as local regulations relating to security and order. Local residents have, therefore, felt secure in production and have not listened to bad people’s words about a "Kingdom of the Mong people”.

 


Heads of the families play an important role during the implementation of the model, especially in encouraging their relatives to seriously abide by policies and laws of the Party and State. Heads and deputy heads of the families have also played a core role in promoting laws and policies of the Party and State among residents, and encouraging their relatives to not violate laws, to let their children go to school, to not take part in illegal exploitation of forestry products, to support each other in economic development, to make themselves rich legally, and to well settle arguments in the families. 

Of note, in 2016, head of the Giang family in Pa Khom hamlet coordinated with local authorities to address a dispute of farming land which had lasted for many years between households in the family, and 50 cases having premature marriage.

 

From the beginning of this year to the end of August 2017, families in Hang Kia commune also joined hands with police forces and competent agencies to encourage 20 drug addicts to go to the communal health centre for tests. Fifteen management dossiers of the addicts then were formed in line with Decree No. 111/CP. 

The model has proven effective in some aspects. However, the crime situation, especially drug crime, has still remained complex. The commune has 30 drug addicts, of whom eight come from four out of five families, six being hunted hail from the Giang, Vang and Kha families, and 72 serving prison sentences belong to all the five families. 

There are still several people in the five families secretly storing and illegally using home-made guns, threatening local security and order. 

Specifically, the Giang family in Pa Kham and Thung Man hamlets, and the Kha family in Thung Man hamlet have still maintained the practice of shooting in funerals./.

The model of efficient energy lighting - Spreading the light of education

Since 2021, the Center for Industrial Promotion and Industrial Development Consulting (CIIDC) under the Department of Industry and Trade has been implementing a school lighting model as part of the plan for using energy efficiently and economically in Hoa Binh Province in the pẻiod of 2021 - 2025. Progress in ethnic minority education

In the 2024 - 2025 school year, the entire Hoa Binh provincial education sector includes 520 educational institutions and schools. Among them are 13 ethnic boarding schools with 153 classes and 4,487 students. Four of these schools have met national standards, reaching 30.7 percent.
