(HBO) - "After 10 years of implementing Instruction No. 11, there has been a positive change in the awareness of giving study and talent encouragement, building up a learning society within party committees and local administrations, among the line-up of officials, party members and people. This encouragement activity has been organized with specific programs to carry out. The movements of study and talent encouragement and building up a learning society in our province have been gradually developing widely and deeply. The Associations of study encouragement from province to local ones have been consolidated in time; bring into full play their key roles in mobilizing the contribution of social resources into the development of education and training. The activities of Centers for Continuing Education, Centers for Community Learning are on the right track with high quality, which firstly creates favorable conditions for the local people to participate in the learning association and then become an important educational institution. This makes a contribution towards building up a society study from the local associations”.

  These are said by Mr. Quach The Tan, the chairman of Hoa Binh Association of Study Encouragement, after 10 years of implementing Instruction No.11, dated on 13 April, 2017 of Politburo of The Communist Party of Vietnam about strengthening the leadership of the Vietnamese Party towards the study and talent encouragement and building up a learning society in Hoa Binh province.

At the end of October, we came to the office of Tay Phong People’s Committee (Cao Phong) on the right day of the festival "Exploring Savings with piggy banks for Study Encouragement”. Mr. Bui Van Tuoi, the chairman of Tay Phong People’s Committee eagerly announced that: In these recent years, the mission of study encouragement in this commune has been changed positively. The Party committees, authorities and residents are increasingly interested in the study encouragement activities. There are many activities and movements launched and implemented effectively, the typical one is "Raising piggy banks to save money for study encouragement”. In 2017, it is predicted that there will be 835 households raising piggy banks, which is estimated over 510 million VND. This amount of money will be used to buy books and clothes for their children’s education. 

Along with the movement "Raising piggy banks to save money for study encouragement”, many other practical emulation movements have been promoted by the Associations of Study Encouragement at all levels, typically like movements of building inquiring families, inquiring family lines and inquiring communities. The number of households in the whole province accepted as "Inquiring families” was only above 14,000 in 2007 but until now it has been up to nearly 70,000 households. In the past 10 years, the number of inquiring family lines has been increased from 56 in 2007 to 653 ones now. The network of Association of Study Encouragement at all levels has been developed rapidly and widely. There has been a rise of 954 study encouragement boards and 1,393 study encouragement departments compared to 10 years ago. The number of association members has been increased by 100,000. In addition, the mission of building study encouragement fund has been taken into account and reached at appropriate 150 billion dongs, rewarded more than 600,000 excellent pupils and students all over the province for 10 years./.

The model of efficient energy lighting - Spreading the light of education

Progress in ethnic minority education

In the 2024 - 2025 school year, the entire Hoa Binh provincial education sector includes 520 educational institutions and schools. Among them are 13 ethnic boarding schools with 153 classes and 4,487 students. Four of these schools have met national standards, reaching 30.7 percent.
