(HBO) - Being born and growing up in Hop Thinh Commune, Ky Son District, Lo Van Tien has a special passion of being a criminal policeman since he was a child. When he grew up, he was recruited into the Police Force and was trained as new soldier at the Mobile Police Battalion (Ministry of Public Security). After that, he was assigned to the Criminal Police Department of the provincial police. In 2001, he became Vice Captain, then the Captain of the investigative team of serious cases, which mainly investigated some seriously dangerous cases such as murder and robbery. In 2010, after the foundation of Police Warrant Department, Lo Van Tien was appointed as Vice Head of the Department, directly commanded the warrant team. Since then, his "criminal characteristic” has been revealed; he has become the "antipathy” of wanted crime. There have been a lot of seriously wanted criminals voluntarily confessing themselves to the police so that they could get the grace from the government.


Recently, he was commanded by the provincial police head to hand over and catch the special criminal Nguyen Van Tinh, a prisoner under dealth penalty escaping T16 detention center of Ministry of Public Security on 10/9/2017. This is a really dangerous criminal who was arrested when he and his gang was delivering a large number of drugs.  Lo Van Tien directly commanded his team to go to Mun 6 Village, Yen Quang Commune, Ky Son District, coordinated with local police to identify and catch them. After varifying the information that the object already tried to move to the border of Son La and Hoa Binh, established contacts with Mong people and crossed the border to Laos, Lieutenant - Colonel Tien and his team immediately appeared in the border area with Son La province. They secretly blockaded and blocked in advance all the areas, routes and they pretended to be local people to get the information about the criminal objects. They did not flinch from difficulties of heavy rain and wind, they persistently clinged to the area to concentrate on arresting the object. At 22.30 on 16/09, our scout realized that the criminal was on the way to the rear of farming tent of Sung A So in Pa Co commune, Mai Chau District. At the request of the Project Board, they calmly followed the object’s actions without rushing because of his intrigue and cunning character. Moreover, he could be equipped with weapons to fight back. When the moment was favorable, our scouts were quickly close, knocked down and arrested the seriously dangerous criminal.

Lieutenant Lo Van Tien confided that Hoa Binh Warrant Office has some efficient tips to arrest criminals without losing great effort. Since there was " Letter of offering confession”, the police force has mobilized dozens of criminals to confess to the police by themselves every year, including some seriously dangerous ones. The use of this kind of letter not only saves millions dongs for the State budget but also maintain the forces and means. In the past 4 years, 132 criminals has been mobilized to confess themselves, including some seriously dangerous criminals.

With these specially excellent achievements, Lieutenant – Colonel Lo Van Tien has been honored as " Grassroot Excellent Soldiers” in 5 years continously ( from 2012 to now) and has been rewarded many certificates by Director of the provincial Police Department.

The model of efficient energy lighting - Spreading the light of education

Progress in ethnic minority education

In the 2024 - 2025 school year, the entire Hoa Binh provincial education sector includes 520 educational institutions and schools. Among them are 13 ethnic boarding schools with 153 classes and 4,487 students. Four of these schools have met national standards, reaching 30.7 percent.
