(HBO) - The opportunities for searching jobs of employees have been becoming more and more difficult. The number of the people with jobs has been deeply down the rate of unemployment and that of lacking jobs have been higher, and the employee’s income has been reduced. These are the impact of the pandemics on the job market throughout the country. The province is also negatively affected by the epidemics in dealing with jobs. In 2021, the number of additional employed workers in the province is estimated to reach 16,120 people, implementing 100% of the plan, with 170 people exported to work overseas.


Along with completing the orders during Tet, Sankoh Vietnam Co., Ltd (the Industrial Park on the left bank of Da River) continues to recruit employees with an income of 6 - 10 million VND/person/month. 

Since the beginning of the year, more than 60,000 workers have returned from the neighboring provinces. In which, the employees losing their jobs from the epidemic-affected provinces accounted for about 30%. The impact of Covid-19 pandemics has been strongest in the 4th outbreak. The difficult context has caused many workers to lose their jobs, taking time off/rotary leave, reducing working time, suspending labor contracts, taking unpaid leave and terminating the labor contracts, especially those working in the tourism, service, and transportation fields. Although some enterprises in the province have recruitment needs at many times, they cannot satisfy all the employment needs of those employees. 

Implementing the policies supporting the employees and employers facing difficulties due to Covid-19 pandemics, the counseling sessions introducing direct and online jobs for employees returning from the epidemic areas have been organized. The domestic labor supply – demand has been connected, the vocational training in association with on-the-spot job creation has taken place. The labor export to the markets such as Europe, Japan, Taiwan, Korea has been promoted. These are the solutions that the province has implemented expeditiously and synchronously to promote the job creation for the employees. Typically, the Provincial Center for Employment Service, which acts as a bridge between the businesses and the employees, has provided advice and job introduction for tens of thousands of people. They have organized 10 online job sessions connecting the provinces, the cities, over 60 labor-export consultations for the students and the employees. Among the districts and the city, Kim Boi is one of the top units to create jobs for employees. In 2021, they created new jobs for 2,357 people (reaching 107% of the plan), the percentage of the trained employees reached 61%. Hoa Binh city created new jobs for 4,053 people, the rate of the trained employees reached 67%.

Mr. Doi Van Chinh, the Deputy Director of the Department of Labor, War Invalids and Social Affairs says: In order to effectively maintain the job creation in the epidemic situation, we have advised the Provincial People's Committee to issue many documents, plans and decisions in the leadership and direction, focusing on the content of enhancing job creation and labor export, implementing the policies supporting the employees and employers facing the difficulties due to Covid-19 pandemics. During the year, we cooperated in supplying and introducing Vietnamese employees to the contractor Chunjo corporation co., LTD. (Quang Tri). We appraised the dossiers and introduced 32 enterprises, including 24 enterprises operating in the service of sending employees abroad, 8 enterprises recruiting laborers working at the domestic enterprises to the districts and the city in the province to consult and recruit laborers. We organized five training courses of the National Fund on Employment in Yen Thuy, Luong Son, Kim Boi districts and Hoa Binh city to disseminate the new regulations on loans from the National Employment Fund, and at the same time the ability to work has been improved for 480 staff working in the field of labor and employment. 

It is forecasted that in 2022, especially at the end of the first and second quarters when businesses are back in operation at the highest capacity, the recruitment demand will increase. The domestic enterprises, especially the southern key economic regions, need a lot of laborers to restore production. Faced with this opportunity, the sector of Labor, War Invalids and Social Affairs has cooperated with all the appropriate levels and sectors to connect the labor supply and demand, and they regularly provide job-seeking information of the employees for the enterprises, and notify the recruitment needs of the enterprises in the province. They have developed a plan for the job exchange, the vocational training counseling, and the job introduction. Jobs on the spot have been created helping the employees get jobs and increase their income. The guidance on the supporting process has been strengthened so that the employees, giving priority to the ones returning from other provinces, can easily access the preferential loan policies. On the other hand, they have coordinated with the businesses and the banks to promptly support loan policies and provide the vocational training for employees wishing to work abroad under the contracts.
