(HBO) - Children are better cared for and educated; the situation of children falling into special circumstances, being abused and violently behaved has reduced gradually; Creating all conditions and giving opportunities for the children to have comprehensive development in a physical, personal and intellectual term are the efforts from all levels and branches of Da Bac district so that the care and education of children have the qualitatively positive change.


 The students of the Boarding School for the Ethnic Minority in Da Bac District are learning about the children's rights through books and newspapers.

The development of Covid-19 pandemics has affected the material and spiritual life of all the people in general and children in particular. In 2021, the communes, the town and the schools in the district have paid attention to building a safe environment for the children to participate in the funny activities. Although no activities were held on the occasion of the International Children's Day (June 1), the families and the communities still have a form of timely encouragement for the children. On the occasion of the Mid-Autumn Festival, the children have the opportunity to organize the cultural festivals at school according to the class size and the group of classes.

In particular, in order to implement the children's right to participate, the District People's Committee coordinated with the Department of Labour, Invalids and Social Affairs to organize a children's forum with the theme "Spreading love - Repelling children’s violence and abuse”. The forum attracted the participation of 230 children, representing more than 16,000 children in the district. Childfun and Ric organizations coordinated to give 260 sets of gifts to the participating children. In addition, at Tien Phong commune, the AEA project organized a forum with the participation of 300 children. The forums are the opportunity for them to learn about the Law on Children, to participate and to express their opinions, and dialogue with the leaders about their issues.

In 2021, the District’s Steering Committee for the Children's Protection and Care developed a plan and called for support for the Fund of Children's Protection with a total amount of 75 million VND. The funds are used for visiting and encouraging 8 children and the families having the children who have been injured in accidents. They gave 200 sets of gifts to the children in extremely difficult circumstances, the children whose parents are on duty in the isolation areas to prevent and control Covid-19 epidemics. On the occasion of the Lunar New Year in 2022, the district received from donors and transferred nearly 5,400 boxes of Vinamilk milk to 384 F0 and F1 children affected by Covid-19 epidemics in the communes and the towns.

Mr. Bui Thanh Hai, the Head of the District’s Department of Labour, Invalids and Social Affairs said: Being a district with many difficult socio-economic conditions, the awareness of a part of the people about the children’s care and education is still inadequate. The attention and care for the children in poor families are still limited. Through the statistics and review, out of a total of 16,129 children, there are 6,091 children under 6 years old, 3,115 children living in poor households, 95% of children under 6 years old are granted the health insurance cards. Notably, there are 159 children in the category of children with the special circumstances, including the orphans and the disabled children receiving the social allowances, the abused children, and the HIV-infected children. The number of children being abused, suffering from accidents, injuries, drowning in the area in recent years has happened many times…In order to promote the protection, care and education of children, the Division of Labour, Invalids and Social Affairs has advised, directed, supervised and evaluated the field of child protection, care and implementation of children's rights. They have actively advised the District’s People's Committee to issue plans and programs to strengthen the children’s protection and care. They include the Plan No. 106/KH-UBND, dated on 5 May, 2021 on the National Action Program for children in the period of 2021 – 2030, the Document No. 614/CV-HDPBGDPL, dated on May 14, 2021 on strengthening the propaganda, dissemination and education of the law on prevention and combat of the children’s sexual abuse, Plan No. 198/KH-UBND, dated on September 6th, 2021 on the implementation of the program to prevent and reduce the children’s labor against the law in the period of 2021 - 2025 and the orientation to 2030 in the district…

The children's education has made many changes, the rate of children going to kindergarten reaches 91%, the rate of the six-year-old children entering grade 1 reaches 100%. The district has completed the primary school universalization at the right age, the universal preschool education for children aged 5. In 2022, the district will focus on implementing the programs and the key activities on the children’s protection and care, promoting propaganda and disseminating the Law on Children to the people, deploying the models promoting the children's rights, reducing the children's violence, sexual abuse, accidents and injuries; supporting the children with special circumstances to integrate into the community; disseminating the knowledge and skills on traffic safety and drowning prevention for children.
