There are over 100 households in the hamlet, of which 56 households are the poor. Arriving at Sao Mong, it can be seen that although the roads have been gradually hardened, there are still dirt roads in some hamlets, it is difficult to travel in the rainy season. In recent years, one of the major concerns of the people is the lack of water for the daily life. Besides, there are still some households facing difficulties in housing and production land. Mr. Bui Van Bien, the Deputy Secretary of Sao Mong hamlet branch says: Currently, there are more than 10 households in the hamlet living in dilapidated and makeshift houses. There are seriously degraded houses such as Mr. Bui Van Look's household, and Mrs. Bui Thi Vin's household. Not only housing, people also face many difficulties in housing land.
Bui Thi Vin's family is the most difficult household in the village, they are currently living in a very makeshift house built on the hillside. The house is built of marble brick, a little higher than an adult's head and it is only about 10 m2 wide. Inside there is nothing valuable, there is a rudimentary wooden bamboo bed and a pair of old blankets and curtains. Mrs. Vin is over 60 years old this year, she is weak because she is often sick. So is her husband, as a result, all year round and month long, they have to collect firewood and raise buffaloes for other people to make a living. Therefore, it is not known when the family can build a house to live in.
Also, according to Mr. Bui Van Bien, it is very difficult for the households like the family of Mrs. Vin and Mr. Nhin to repair or build a new house without the support of all levels and sectors. In addition, the local people want to access the credit programs with the preferential interest rates to have conditions to build the permanent houses and serve economic development. In fact, now the branch of the Provincial Bank for Social Policies has been implementing a credit program to support the residential land, housing, production land, changing jobs and developing production along with the value chain according to Decree No. 28/2022/ND-CP of the Government. So far, 2 transaction offices of Bank for Social Policies in Lac Thuy and Tan Lac districts have disbursed the loans of this program. Specifically, there are 39 households receiving loans with a total outstanding balance of VND 2.37 billion.
According to the branch of the Provincial Bank for Social Policies, the review shows that many households in the province want to get loans from the loan program under Decree No. 28/2022/ND-CP of the Government with a total amount capital need over 150 billion. The timely and effective implementation of this credit program has been contributing to solving difficulties in housing and residential land for the disadvantaged households in the province.
