Clearly identifying sustainable poverty reduction as a key, regular and long-term task, contributing to improving the people's quality of life, ensuring the social security, recently, Binh Hem commune (Lac) Son) has deployed many appropriate solutions synchronously and flexibly. Thanks to that, the commune has achieved a vlot of positive results in poverty reduction.



Loc Phat Garment Cooperative (Binh Hem Commune - Lac Son) has been creating stable jobs for the local workers.


Binh Hem is a remote commune, which is about 15 km from the district’s center. Currently, there ar over 3,560 people with 823 households in the commune. Previously, the people's lives faced many difficulties. With the attention of the Party, the State, the province and the district, along with the drastic participation of the Party Committee and the local authorities, the rural appearance and people's lives have gradually improved.

Implementing the goal of the sustainable poverty reduction and limiting the poverty recurrence and arising poverty, the commune has been focusing on mobilizing the resources in society. The programs, the policies, the projects, and the solutions on sustainable development have been implemented effectively. The policy on the ethnic affairs has always been guaranteed. In the first 9 months of 2023, 10 poor households in the commune in need of support for the career change have received the support of 10 million VND each and loan support of 50 million VND/household. They have managed and used the loans effectively.

Besides, the infrastructure is gradually improving, creating favorable conditions for the people to develop economy. The information and propaganda work is a solution which is regularly implemented by the commune. They have widely propagated the content of the National Target Program on the sustainable poverty reduction. Thereby, it helps raising awareness and responsibility of the party committees and the local authorities, arousing the spirit and will to be self-reliant to escape poverty, especially the poor and near-poor households.

At the same time, the commune has effectively maintained "For the Poor” fund. Each household contributes 20 thousand VNDn every year. The commune reviews the needs of the poor households, thereby, they provide support for the right purpose. The commune’s associations and organizations and the local people have actively been helping the poor and near-poor households with many practical activities. On the occasions of holidays and Tet, the commune gives gifts to the poor households and the households in difficult circumstances, showing concern, care and encouragement so that they can try to get ahead in life. In addition, they always monitor and grasp the social life situation to promptly provide support.

Recognizing the importance of improving the quality of rural labor in creating jobs and promoting socio-economic development, the Community Learning Center has been strengthening the coordination with other branches, unions and Vocational Education Center for continuing education of the district to open vocational training classes for the employees. Every year, the center coordinates to organize 2-3 classes. In 2023, 3 vocational training classes on chicken raising techniques, aquaculture, and industrial sewing have been opened.

Not only does the commune review and investigate the labor supply and demand, and introduce jobs to the hamlets, but it also enhances the creation of on-the-spot jobs, especially for the employees in the poor and near-poor households, helping them earn more income and settle down their life.

Currently, in Binh Hem commune there are a number of effective economic development models, typically Loc Phat Garment Cooperative of Mr. Quach Van Bac. With the main business of producing stuffed animals for export, established in August 2021, the cooperative currently has 2 garment factories in Khuong and Cuoc hamlets; creating jobs for 55 employees with a stable income of 5 - 7 million VND a person every month, depending on time.

Thanks to the synchronous and drastic implementation of many solutions, the commune's poverty reduction work has had positive changes. The rate of the poor households has decreased to 31%, and near-poor households to 19.9% so far. Mr. Bui Van Niem, the Chairman of Binh Hem Commune’s People's Committee says: "In recent years, with the attention of the Party, the State, the province and the district, supporting through the programs, the projects, and the mobilization of socialization ..., the commune's essential infrastructure has been invested, the social security has been guaranteed, many households, especially the poor and near-poor households, have been supported for economic development. Thanks to that, the proportion of the poors households in the commune gradually reduces, improving the quality of the people’s life, and promoting the socio-economic development of the commune.

In the 2024 - 2025 school year, the entire Hoa Binh provincial education sector includes 520 educational institutions and schools. Among them are 13 ethnic boarding schools with 153 classes and 4,487 students. Four of these schools have met national standards, reaching 30.7 percent.
