Ms. Bui Thi Dinh, the President of the Women's Union of Dinh Cu commune (Lac Son) says: Dinh Cu is a particularly difficult commune of the district, Muong ethnic group accounts for 90%. When being selected to participate in the project "Empowering women’s right through the access to the Law on Cyber Security and Law on Marriage and Family”, especially establishing the model "Equality in marriage” in Muong Chong hamlet with the participation of 30 members, along with propaganda and dissemination work on gender, the Law on Marriage and Family, and the Law on Prevention and Control of Domestic Violence has helped raise the awareness and qualifications for the officials and women members.

In addition, the awareness of gender and the Law on Gender Equality as well as the policies and guidelines of the Party, policies and laws of the State of the officials and women members has been moving from thinking to more positive and widespread action. 

Ms. Bui Thi Hau, a member of the model of Muong Chong hamlet says: Participating in the project the members and I are very excited to attend the training classes and seminars. Thereby, we can gain a lot of useful knowledge for ourselves and the family. We understand better that everyone is equal and has the same rights, shares work together, brings people closer together... We hope that after the end of the project, the model will still be maintained to promote the message about equality in marriage, which is becoming more widespread and more effective. 

In August 2023, the Provincial Women's Union was approved by the Provincial People's Committee to implement the project "Empowering women through the access to the Law on Cyber Security and the Law on Marriage and Family” in 8 hamlets of the province. 4 communes in 2 districts, Yen Thuy and Lac Son. This is a project funded by the European Union through the Ministry of Justice of Vietnam and the Jiff Fund Secretariat of Oxfam Vietnam. 

Within the framework of the project, the Project Management Board has established the model "Equality in marriage”. This is a model organizing the voluntary social activities in the community with the purpose of raising the awareness and understanding on Marriage and Family Law for the employees and women members; the new points in the Marriage and Family Law supplemented and amended in 2014 to protect the personal rights and legitimate interests; providing information, communication and legal assistance and advice to empower the rights of the women in the ethnic minority areas; equipping them with the knowledge and skills to maintain the family’s happiness; the behaviors betwwen the husband and the wife to protect the family’s happiness as well as the possible risks need to pay attention to prevent; the skills to resolve conflicts between husband and wife; propagating, educating, and providing knowledge and skills to build happy, strengthening coordination with the relevant parties in raising the awareness and understanding of laws on marriage and family for the women in ethnic minority areas as well as people. 

The Provincial Women's Union has established and launched 2 "Equality in Marriage” models with 60 members in 2 communes in 2 districts. Each model has 30 members who are the married couples.

The model of efficient energy lighting - Spreading the light of education

Progress in ethnic minority education

In the 2024 - 2025 school year, the entire Hoa Binh provincial education sector includes 520 educational institutions and schools. Among them are 13 ethnic boarding schools with 153 classes and 4,487 students. Four of these schools have met national standards, reaching 30.7 percent.
