The Standing Board of the Hoa Binh provincial Party Committee has held a conference to announce decisions regarding the apparatus restructuring of the province’s political system and personnel affairs.

The event was chaired by Nguyen Phi Long, alternate member of the Party Central Committee and Secretary of the provincial Party Committee. It also saw the attendance of Bui Thi Minh, Permanent Deputy Secretary of the provincial Party Committee, Chairwoman of the provincial People's Council, and head of the provincial Party Committee's Organisation Board; and Bui Duc Hinh, Deputy Secretary of the provincial Party Committee and Chairman of the provincial People's Committee. 

The decisions announced include the ones on ending operations of eight Party delegations and three Party civil affairs boards at the provincial-level, and on ending operations of the Party organisations of the provincial Agencies’ Bloc as well as the Board for Ethic Affairs under the provincial People’s Council. Decisions on retirement for 16 officials under the management of the provincial Party Committee' Standing Board were also announced. 

Under another decision, the provincial Party Committee’s Board for Information and Education and Board for Mass Molisation were merged. Vo Ngoc Kien, member of the provincial Party Committee's Standing Board and head of the Board for Information and Education, was appointed head of the newly merged Board for Information, Education and Mass Mobilisation. 

Decisions were also announced regarding the establishment of the Party organisations of the provincial Party agencies and the provincial People’s Committee, along with the appointments of personnel to the Party committees of the provincial Party Agencies and the provincial People's Committee, their standing boards, secretaries, and deputy secretaries. 

The provincial People’s Council’s resolution and the provincial People’s Committee’s decision on the establishment of specialised agencies were also publicised, as well as the decisions regarding the formation of various provincial departments and appointment of their leaders. 

Following the restructuring, the number of advisory agencies under the provincial Party Committee has been reduced to five. There are now 14 Party organisations subordinate to the provincial Party Committee, along with 19 agencies and units under the provincial People's Committee. The number of sub-departments, offices, and non-business units of provincial-level agencies has been reduced by 39 while 31 specialised divisions under district-level People's Committees have been cut. 

Addressing the conference, the Secretary of the provincial Party Committee emphasised that these announcements represent a significant political milestone for Hoa Binh, marking a major organisational restructuring to better align with current realities. 

Regarding key tasks for the coming time, he urged Party organisations, agencies, and units to quickly implement their duties specified in the decisions. He also directed them to review, amend, and supplement their working regulations to ensure the full execution of the newly assigned functions and responsibilities. 

For the newly appointed officials, he stressed the importance of swiftly assuming their duties, quickly familiarising themselves with new roles, and ensuring no disruptions in the operations of agencies and organisations. The provincial leader urged them to prevent any delays or gaps in governance, ensuring that public services and administrative activities continue without interruption.
