From remote villages to party offices, and from farmers to officials, the entire political system and people have resolved to embrace digital transformation.
The province has made significant strides in the work over the recent past, with the issuance of various mechanisms and policies and development of digital infrastructure as well as e-administration, making contributions to promoting administrative reforms and improving management efficiency and service delivery to both people and businesses.
Crucial to this effort are the grassroots-level digital technology community teams which are in charge of raising public awareness of digital skills and knowledge.
As many as 1,482 hamlet-level digital technology teams and 151 commune-level teams have been established across the province, involving nearly 13,000 members who serve as the "extended arm” of digital transformation steering committees at all levels.
Digital transformation has been adopted in the agricultural sector, helping farmers boost product value and expand markets. A breakthrough moment came on October 28, 2024, when Cao Phong oranges were introduced on the Vietnam Post Corporation's agricultural e-commerce platform trial launch. Within just two days, over 5.2 tonnes of oranges were sold, demonstrating the market appeal of local agricultural products when brought online.
The province's e-commerce development programme for 2021-2025 has yielded robust results. More than 30% of organisations and individuals in the province now participate in e-commerce platforms including Postmart.vn, Voso.vn, Sendo.vn, and hoabinhtrade.gov.vn, selling products ranging from tea and honey to pickled bamboo shoots and herbal medicines. Many businesses have invested in specialised software and digital brands to expand their markets.
Notably, with support from the provincial Farmers’ Union, nearly 3,300 agricultural products have been sold on online platforms, enabling the sale of nearly 1,300 tonnes of farm goods over the past five years.
The province has also promoted 47 OCOP (One Commune One Product) certified products on major platforms, including Sendo, Lazada, Shopee, and international platforms. Additionally, the use of traceability stamps has enhanced consumer trust in local agricultural products.
Digital transformation has truly helped local farmers access modern market while bolstering the sustainable economic development in rural areas.
According to Bui Duc Nam, Director of the provincial Department of Science and Technology and deputy head of the provincial steering committee for digital transformation, digitalisation is profoundly reshaping public administration. With telecommunications infrastructure in place, government agencies process electronic documents entirely online through the management system while implementing digital signatures and connecting to the national interconnection axis.
The provincial public service email system operates stably, with all of the officials and civil servants having official email accounts. Over 13,000 email accounts have been issued to agencies and units throughout the province.
The province’s information portal available at hoabinh.gov.vn includes one main portal and 181 member electronic information pages covering 20 departments and agencies, 10 district-level administrations, and 151 communes, wards, and towns that regularly provide and update information according to regulations.
Last year, the province's Total Factor Productivity (TFP) reached 40%, while the Provincial Innovation Index (PII) ranked 44th nationally. All of the communes are now connected with fiber-optic internet, while mobile 4G coverage spans more than 96% of the residential areas. Besides, over 85% of applications to public services are now submitted online.
