(HBO) – Hoa Binh provincial People's Committee on December 14 held a working session on the implementation of a project on building a road linking Hoa Binh – Hanoi region and Son La highway (Hoa Binh - Moc Chau). Vice Chairman of the provincial People's Committee Quach Tat Liem chaired the meeting.

The planned road has a total length of about 50.6 km, and total investment of 4.12 trillion VND. Construction is expected to be carried out from 2022 - 2027.

At the working session, delegates discussed and listened to reports on the implementation process, site clearance plans, expected resettlement areas, and bidding packages. At present, the project management board is coordinating to organise the site survey work with the workload reaching about 90 percent. Regarding site clearance and resettlement, a total of 470 households are affected, and about 275 households need to be resettled. Of the total, there are 95 households in Kim Boi district, 20 in Luong Son district, 153 in Hoa Binh city, and seven in Da Bac district.

Delegates also discussed difficulties and problems and proposed solutions to the implementation in the coming time. Currently, 2021’s capital for the project has not been allocated yet, which affects the overall progress of the project. In addition, the COVID-19 pandemic is developing complicatedly, especially in Vinh Tien commune (Kim Boi), affecting the progress of topographic and geological surveys and site clearance investigations.

Concluding the session, Quach Tat Liem, Vice Chairman of the provincial People's Committee emphasized that this is a key project of the province, bringing about great socio-economic benefits to the locality. In the coming time, he proposed continue speeding up the implementation progress by mobilising the engagement of all levels and sectors and local residents.

It is necessary to survey and study carefully the topography and geology to have drawings that are close to reality and in detail, he stated, asking localities to coordinate with the consulting unit to determine resettlement sites and dumping sites, and affirming that the process of dumping waste must be leveled in accordance with regulations, protect the environment, and avoiding waste.

In order to soon complete the verification documents to ensure legality, he also suggested adding members to the Working Group. For resettlement areas, the Management Board of Traffic Works should take steps to select a consulting unit, while districts and cities should set up steering committees to carry out local tasks. In the site clearance work, it is necessary to carefully conduct the measurement stage and arrange resettlement areas to avoid waste, he added.
