(HBO) - Over the years, all-level Party committees and authorities in Luong Son district have succeeded in the implementation of grassroots democracy regulations, creating a high consensus among locals. In particular, at the communal and township level, people can exercise their right to mastership in many activities, ensuring the motto "People know, people discuss, people do, people monitor, people benefit".


The "one-stop shop" unit of Luong Son town (Luong Son district) lists full administrative procedures and steps, making it easy for people to complete their paperwork and ensuring democracy at the grassroots level.

 

Luong Son town is the administrative centre of the district in terms of politics, administration, economy and culture – society. It is densely populated with a higher standard of living compared to the general level of the district.

Hoang Viet Hai, Secretary of the town's Party Committee said all administrative procedures are listed at the one-stop-shop unit so that it is easy for people to follow. In addition, the town also publicly announced and consulted people about socio-economic development plans as well as the construction of basic infrastructure projects.

Besides Luong Son town, other localities have also effectively carried out the democratic regulations at the grassroots level, especially in new-style rural buildings such as Tan Vinh, Cao Son and Lam Son communes.

People of Dong Tien hamlet, Tan Vinh commune have donated more than 2,000 sq.m of land to the commune People's Committee to build a new headquarter and a communal house. People in Lam Son commune have contributed over 31 billion VND (1.3 million USD) for the new-style rural area building programme.

There are boxes placed at the headquarters of communes and towns’ people’s committees to collect people’s complaints, ensuring their rights are guaranteed.

Every month, the Secretary of the Party Committee and the Chairman of the People's Committee of the communes and townships hold dialogues with citizens and promptly settle their complaints and denunciations. Since the beginning of the year, the People's Committees of communes and townships have received 183 petitions. Of these, 133 petitions have been handled and the rest are being processed.

Currently, the district has 11 People's Inspection Boards of communes and townships with 77 members. It also has 61 groups in charge of supervising community investment with 427 regular members. These boards have effectively carried out supervision and detected violations of organisations and individuals. They have coordinated with the authorities and relevant agencies to reveal violations in law enforcement at the grassroots level and the implementation of investment projects in the locality, thereby, positively contributing to the fight against corruption and negative phenomena, promoting the people's rights and participating in State management.

This year, Hoa Binh province strives to have eight communes recognised as meeting new-style rural area standards and five communes satisfying exemplary new-style rural area standards. Since the beginning of the year, the provincial People's Committee has drastically directed the implementation of the national target programme on new-style rural area building to fulfil the set target.
