The district’s administrative reform activities focus on reviewing, reducing, and simplifying business conditions and dossers’ components, and optimising the process of dealing with administrative procedures on the basis of IT application.

The district has renovated and enhanced the efficiency of the administrative request receiving and responding agencies at the district and communal levels, while continuing the application of the one-stop-shop mechanism during administrative procedure processing.

Particularly, the locality has strengthened the processing of administrative procedures online, enabling people and businesses to access the services anytime, anywhere, and with any devices.

Currently, 100% of the administrative services at the district and communal levels have been made public at the offices for request receiving and responding and at the localities’ online portals, while 100% of the services have been integrated into and updated at the online public service portal of the province at https:// dichvucong.hoabinh.gov.vn.

The district has also strengthened communications to encourage locals to use online public services. As of mid-March, the district had received 7,021 requests submitted online out of the total of 7,355, or 95.46%.

Meanwhile, all public agencies and People’s Committees of communes and towns have exchanged documents online and applied digital signatures.

In order to speed up the application of information technology in the leadership and direction activities of the district, Lac Thuy has organised 24 meetings using the paperless meeting room system during regular meetings of the district People's Committee and meetings between the committee and sectors.

The online video conferencing system has operated smoothly from the central, provincial, and district to the communal levels via a specialised data transmission network.

Nguyen Van Hai, Chairman of the People’s Committee of Lac Thuy said that the locality has invested over 5.6 billion VND (224,925 USD) in IT application projects in a bid to build and develop e-government and digital government.

In the coming time, the district will continue strengthening the process of administrative services online, while encouraging locals to use online public services, enhancing the quality of the offices for public service request receiving and responding at communal and district levels, and improve the capacity of public servants at single-window offices, thus creating a breakthrough in administrative reform and winning higher level of satisfaction of people and businesses.
