With a focus on maintaining a close contact with the people, local authorities at all levels of Hoa Binh have implemented a range of measures to ensure security and order in ethnic minority-inhabited areas, improving their legal awareness, combating crime and social vices, and contributing to maintaining political stability and social order, while promoting socio-economic development in these areas.

Recognising the importance of ensuring security in ethnic minority-inhabited regions, the provincial Party Committee, People's Council, and People's Committee have prioritised defence and security matters, giving clear guidance on implementing local defence tasks. These efforts align with the national defence strategy and the Party's policies, aiming to safeguard the nation’s security in the new context.

Annually, relevant agencies effectively manage enlistment registration and maintain an efficient reserve mobilisation system to be activated when necessary. Over 12,000 ethnic minority youths are actively participating in compulsory military service, while more than 12,000 ethnic minority militia members take part in military training and national defence education courses. In addition, the province has established 38 "culture-defence villages” which have had practical benefits for the political, economic, cultural, and security aspects of these communities, receiving strong support from local authorities and residents.

Timely interventions are made to address emerging issues related to security and order, preventing uncertainties or security "hotspots” from arising. Effective measures are in place to combat crime, particularly drug trafficking, in areas bordering Thanh Hoa and Son La provinces. The province has also enhanced efforts to establish exemplary models of security protection across various sectors, such as "exemplary communes, towns, agencies, businesses, and educational institutions". A pilot programme for model wards focusing on security and urban civilisation has also been implemented.

Particular attention has been paid to religious activities in the province, with regular monitoring to prevent any complex situations or religion-related matter.

Recognising the crucial role of respected figures in ensuring security, the Vietnam Fatherland Front and relevant organisations have ramped up campaigns to promote the Party's and State’s ethnic policies, and to harness the influence of local leaders. Their experience in maintaining security and order in ethnic minority regions is invaluable.

Duong Tai Phu, a reputable figure and Secretary of the Party cell of Suoi Ben hamlet, Lien Son commune, Luong Son district, said that as a trusted leader, he has been working with fellow Party members, local organisations, and authorities to encourage solidarity among the people, promoting cultural living standards, stable production, and adherence to the policies and laws of the Party and State.

The model of self-managed security in the hamlet has been maintained, he said, adding that in order to fulfil all of these tasks, those in charge of security must be dedicated, resilient, and connected closely with the people, while speaking their language, understanding their customs, and being able to address their legitimate concerns.
