Ngoc Luong commune in Yen Thuy district is striving to reach the finish line in advanced new-style rural area building in 2024. By promoting the implementation of solutions, the commune has to date completed necessary criteria set for advanced new-style rural communes for the 2021 – 2025 period.

Nguyen Xuan Thuy, Vice Chairman of the commune People's Committee, said that identifying the building of new-style rural areas is a key task of the entire political system, right from the beginning of this year, the local Party Committee and People's Committee have issued documents to direct, manage, and disseminate related documents issued by higher-level agencies among officials, Party members, and people. Through the leadership, direction, and management of the Party Committee and authorities, the Fatherland Front, and socio-political organisations, the awareness of officials, Party members, and people of the work has been raised.

The economic structure has shifted towards a greater share of small-scale industries and handicrafts, and trade and services, while agriculture's contribution has gradually declined. At the same time, the commune has focused on mobilising resources to build social infrastructure works.

Education has been given due attention, with the rate of students completing primary education and graduating from secondary school reaching 100%, while all schools in the locality meet national standards.

Attention has been also paid to primary health care for people at the grassroots level. The disease prevention and control and sanitation programme, the national expanded immunisation programme, and dissemination on food hygiene and safety have been seriously and effectively implemented. Medical examination and treatment at the commune health station is guaranteed, and the annual natural population growth rate is kept at below 1%. As a result, the commune has been recognised as meeting national health standards.

In addition, local people have actively responded to the "All people unite to build new-style rural areas and civilised urban areas” movement. The rate of cultural families reaches over 90% annually, helping the commune win the recognition of the district People's Committee as meeting culture-related criteria of new-style rural area building.

Under the leadership of the Party Committee, the direction of the People's Committee, the engagement of the Fatherland Front Committee and socio-political organisations, and the joint efforts and consensus of the people, Ngoc Luong basically meets the criteria of an advanced new-style rural commune. It is currently completing a dossier to seek the authorities' recognition as an advanced new-style rural area this year.
